The Disaster Risk Reduction (DRR) Officer is an NHQ-based staff member stationed in Setiu, responsible for co-leading and coordinating the implementation of the Nature-Based Solutions (NbS) component under the Ayden Project in collaboration with WWF Malaysia, the IFRC Asia Pacific Regional Office (APRO), the Netherlands Red Cross, and WWF Netherlands. The role supports the broader Disaster Management framework of the Malaysian Red Crescent (MRC), focusing on strengthening disaster preparedness, response, and community resilience through integrated NbS and DRR approaches.
The Officer ensures effective planning, coordination, and delivery of NbS and DRR-related activities at the local level, working closely with NHQ, State and branch committees, volunteers, local communities, and district-level stakeholders. This includes strengthening community resilience, enhancing local disaster readiness, and building the capacity of volunteers and partners through structured engagement and community-based interventions.
Key responsibilities include conducting risk assessments, facilitating community-based DRR and NbS initiatives, and integrating Nature-Based Solutions into MRC’s resilience-building strategies. The role also ensures coordination and alignment with government agencies, humanitarian partners, international organisations, and Movement partners to support the effective implementation of the Ayden Project in Setiu. Under the supervision of the Head of Division and the Disaster Management Department, the Officer additionally supports other NHQ and state-level disaster management functions and operational priorities as required.
ROLE AND RESPONSIBILITIES- Key Responsibilities
The Disaster Risk Reduction Officer role involves:
1. Community Resilience & Risk Reduction Implementation (Primary Focus)
- Facilitate Community Vulnerability and Capacity Assessments (CVCA) with branches and volunteers to identify local risks and capacities.
- Support the development and implementation of community-based disaster risk reduction (DRR) and preparedness action plans.
- Plan and conduct DRR awareness programmes, community outreach, and capacity-building initiatives, including the integration of Nature-Based Solutions (NbS), where relevant.
- Promote inclusive, participatory approaches, ensuring meaningful engagement of vulnerable and at-risk groups.
- Strengthen community-based disaster preparedness mechanisms and volunteer structures to enhance local resilience.
2. State & Branch-Level Coordination (Setiu/NHQ Interface)
- Support integration of DRR and NbS priorities into branch operational and annual plans in alignment with NHQ direction.
- Coordinate with State and district authorities, local agencies, and relevant stakeholders to support the implementation of DRR activities.
- Contribute to state-level planning, coordination meetings, and reporting processes.
- Ensure alignment between field implementation, state-level coordination, and HQ technical guidance.
3. Capacity Building & Volunteer Development
- Organise and facilitate trainings, simulations, and drills at community and branch levels.
- Strengthen volunteer capacity in DRR, preparedness, and NbS-related interventions.
- Provide technical and operational support to branches in implementing DRR activities.
- Document training outputs and track capacity-building progress for reporting and learning purposes.
4. Monitoring, Reporting & Documentation
- Maintain accurate records of field activities, outputs, and stakeholder engagements.
- Prepare regular activity reports in accordance with NHQ reporting requirements.
- Support monitoring, evaluation, and learning processes to improve programme quality and effectiveness.
- Contribute to data collection, analysis, and information management for DRR and NbS initiatives.
5. Preparedness & Operational Readiness (Disaster Management Support)
- Support the development and periodic review of state-level preparedness and contingency plans.
- Assist in readiness assessments and preparedness coordination activities.
- Support volunteer mobilisation and logistical preparedness in coordination with HQ and state structures.
- Maintain operational readiness coordination with NHQ during preparedness phases.
6. Emergency Response Support
- Support disaster response operations when activated, including field-level coordination.
- Assist in rapid needs assessments and situation monitoring during emergencies.
- Support coordination between branches, state structures, and NHQ during response operations.
- Contribute to situation reports, operational updates, and post-disaster lessons-learned documentation.
REQUIRED SKILLS AND COMPETENCIES
1. Minimum Qualifications
Bachelor’s degree in one of the following or related disciplines:
- Disaster Risk Management/Disaster Management
- Community Development
- Environmental Studies
- Sociology/Social Sciences
- Human Geography/Geography
- Development Management
- Public Administration/Public Policy
Equivalent relevant experience may be considered.
2. Experience
- 1–3 years of relevant experience in disaster risk reduction, community development, disaster preparedness, emergency response, or NGO/humanitarian operations.
- Fresh graduates with strong academic and volunteer backgrounds are encouraged to apply.
- Experience in workshop facilitation, volunteer engagement, or field coordination will be an advantage.
3. Required Skills and Competencies3.1 Technical & Operational
- Basic understanding of disaster risk concepts, preparedness systems, and community resilience approaches.
- Ability to facilitate community discussions and participatory assessments.
- Knowledge of disaster management structures and coordination mechanisms.
- Basic data management and reporting skills.
- Familiarity with local governance structures and stakeholder coordination is an advantage.

Completion of Red Cross Red Crescent (RCRC)-led disaster response training, including but not limited to:
- MRC Basic or Advanced Certification Curriculum
- National Response Team (NRT) Training
- Specialised or surge training, such as:

- Humanitarian Information Management & Data Analysis
