Role Summary
The HR & Administration Manager is responsible for managing and overseeing the day-to-day Human Resources and Administration functions of the Company. The role provides hands-on leadership across HR operations, recruitment, payroll, employee relations, performance management, HR compliance and general administration, while ensuring that HR policies and processes are implemented effectively and consistently. The Manager will lead and develop a small HR & Administration team, provide practical HR advice to Management and employees, and ensure the department delivers timely, accurate and professional HR and administrative services in support of the Company's business operations.
A. HR Management & Operations
- Lead and oversee the day-to-day operations of the Human Resources function.
- Ensure HR processes are carried out accurately, efficiently and within the required timelines.
- Oversee the complete employee lifecycle, including recruitment, onboarding, probation, confirmation, transfer, promotion, resignation and exit processes.
- Maintain accurate and up-to-date employee records, personnel files and HR documentation.
- Monitor employee attendance, leave, overtime and other HR-related records.
- Ensure consistent implementation of Company HR policies and procedures.
- Identify opportunities to improve HR processes, systems and workflows.
- Prepare regular HR reports and updates for Management.
B. Recruitment & Manpower Planning
- Manage and coordinate end-to-end recruitment activities.
- Work closely with department heads to understand manpower requirements and recruitment priorities.
- Review manpower requisitions and job descriptions.
- Source, screen and shortlist suitable candidates.
- Conduct interviews for selected positions and provide recommendations to hiring managers.
- Coordinate offer, pre-employment and onboarding processes.
- Monitor recruitment progress and time-to-fill vacancies.
- Maintain an effective recruitment pipeline for current and anticipated vacancies.
- Provide recommendations to Management on manpower requirements where necessary.
C. Payroll, Compensation & Benefits
- Oversee and review the monthly payroll process to ensure accuracy and timely completion.
- Review salary calculations, allowances, deductions, overtime and other payroll-related matters.
- Ensure accurate and timely statutory contributions and submissions, including EPF, SOCSO, EIS and PCB.
- Monitor employee benefits and ensure proper administration of leave, medical and other applicable benefits.
- Liaise with payroll providers or external parties where applicable.
- Investigate and resolve payroll-related queries and discrepancies.
- Maintain confidentiality of payroll and employee compensation information.
D. Employee Relations & Disciplinary Matters
- Serve as the primary HR contact for employee-related matters.
- Handle employee enquiries, grievances, complaints and workplace concerns professionally.
- Provide guidance to employees and department heads on HR policies and procedures.
- Advise Management on disciplinary and employee relations matters.
- Assist in conducting investigations and preparing appropriate documentation for employee misconduct cases.
- Ensure disciplinary actions are handled fairly, consistently and in accordance with Company policy and applicable employment legislation.
- Promote a positive and professional workplace environment.
- Support employee engagement, welfare and retention initiatives.
E. Performance Management & Employee Development
- Coordinate the Company's performance management process.
- Support department heads in setting appropriate KPIs and performance expectations.
- Coordinate probation and confirmation assessments.
- Monitor completion of performance reviews and follow up with relevant departments.
- Assist Management in addressing performance issues and implementing performance improvement plans where required.
- Identify employee training and development needs.
- Coordinate internal and external training programmes.
- Maintain appropriate training and development records.
F. HR Policies, Procedures & Compliance
- Implement, review and update HR policies, SOPs and guidelines.
- Ensure HR practices are aligned with applicable Malaysian employment laws and statutory requirements.
- Monitor changes in employment legislation and highlight relevant matters to Management.
- Ensure appropriate documentation is maintained for HR and employment matters.
- Support Management in addressing HR compliance gaps and risks.
- Maintain confidentiality and proper handling of employee information in accordance with applicable data protection requirements.
- Ensure employee handbook and HR documentation remain current and relevant.
G. Administration & Office Management
- Oversee the Company's day-to-day administrative operations.
- Supervise the Admin Assistant and ensure administrative tasks are completed effectively.
- Oversee office facilities, office supplies, company assets and general office requirements.
- Coordinate office maintenance, repairs, utilities, security and other facility-related matters.
- Manage administrative vendors and service providers.
- Monitor administrative expenses and support cost-control initiatives.
- Maintain appropriate administrative records and documentation.
- Ensure the office environment is organised, safe and conducive to effective operations.
- Support Management in coordinating company events, meetings and other administrative activities where required.
H. Team Leadership & Development
- Lead, supervise and develop the HR & Administration team comprising two Junior HR Executives and one Admin Assistant.
- Allocate responsibilities and workload according to business priorities and team capabilities.
- Set clear expectations, priorities and deadlines for team members.
- Review the accuracy, quality and timeliness of work performed by the team.
- Provide coaching and guidance to team members on HR and administrative matters.
- Conduct regular team meetings and follow up on departmental deliverables.
- Identify training and development needs within the team.
- Encourage teamwork, accountability and a service-oriented approach.
- Ensure appropriate coverage and continuity for critical HR processes.
I. Management Support & Reporting
- Provide timely and practical HR advice to Management and department heads.
- Prepare HR reports, manpower updates and relevant HR analysis when required.
- Highlight significant employee, compliance or manpower issues to Management.
- Assist Management in implementing HR initiatives and organisational changes.
- Provide recommendations based on HR data, employee trends and operational requirements.
- Maintain professionalism and confidentiality when handling sensitive Management and employee matters.
Pay: RM7,000.00 - RM8,500.00 per month
