Key Responsibilities:
- Lead, develop and oversee the full spectrum of the Human Resources function, including strengthening organisational capability and accountability, succession planning and leadership development.
- Partner with Management on workforce planning, manpower requirements and organisational development.
- Develop and implement remuneration and rewards strategies, including salary structures, salary reviews, incentives, bonuses, benefits and other employee reward programmes.
- Review and benchmark compensation and benefits practices against market and industry trends to ensure internal equity, competitiveness and retention of key talent.
- Oversee the full payroll cycle, ensuring accurate and timely processing of monthly salaries, allowances, overtime, deductions, claims, statutory contributions, tax deductions, final payments and other employee payments.
- Establish appropriate payroll controls, verification and reconciliation processes to ensure payroll accuracy, confidentiality, compliance and timely reporting.
- Oversee the preparation of payroll reports, manpower cost analysis and other HR-related reports to support Management’s decision-making.
- Provide advice and support on employee relations, disciplinary matters, grievances, domestic inquiries and other sensitive employee matters.
- Ensure HR policies, procedures and practices comply with applicable labour laws, statutory requirements and Company policies.
- Drive improvements to HR processes, systems and HRIS to enhance operational efficiency, payroll accuracy and employee experience.
- Support organisational transformation, change management and other HR initiatives in line with business priorities.
Job Requirements:
- Bachelor’s Degree in Human Resources Management, Business Administration, Management or a related field.
- 8–10 years of progressive HR experience, with at least 5 years in a managerial or leadership capacity.
- Experience in Telecommunications, Utilities, IT Infrastructure or other operationally intensive environments is highly valued.
- Strong working knowledge of the Sarawak Labour Ordinance, industrial relations legislation, employment regulations and HR compliance requirements.
- Strong experience in remuneration and rewards, compensation & benefits, salary benchmarking and payroll management.
- Good working knowledge of Malaysian payroll statutory requirements, including EPF, SOCSO, EIS and LHDN requirements.
- Proven experience in managing the end-to-end payroll process, including payroll preparation, verification, statutory submissions, reconciliation and reporting.
- Experience with HRIS, payroll systems and digital HR platforms is highly preferred.
- Professional HR certification such as MIHRM (Malaysian Institute of Human Resource Management) is highly preferred.
- Strong understanding of HR governance, policies, procedures and internal controls.
- Proactive and self-directed, with a strong sense of ownership and accountability.
- Ability to communicate effectively and professionally with Management and employees at all levels.
- Strong proficiency in written and spoken English, with excellent communication, interpersonal and negotiation skills.
- High level of integrity and discretion in handling confidential employee, remuneration and payroll matters.
