  • Master Program Management: Own and track the overarching master timeline, establishing key target dates across design development, procurement, heavy construction, and final delivery for complex multi-storey projects.

  • Code Compliance & Design Practicality: Guide design partners and technical consultants to ensure all plans are commercially viable, buildable, and strictly aligned with local municipal and high-rise regulatory standards.

Permitting & Statutory Liaison

  • Permit Acquisition: Direct the complete statutory approval strategy, ensuring all required building permits, clearance certificates, and authority sign-offs for high-rise work are secured without delay.

  • Agency Relations: Maintain proactive working relationships with regulatory bodies, government authorities, and specialist consultants to safeguard the project from compliance delays or legal exposure.

On-Site Operational Delivery

  • Contractor Oversight: Direct multi-disciplinary project teams, main contractors, and trade specialists on-site, enforcing optimal construction sequencing and modern execution methods to keep work on schedule.

  • Quality Assurance: Establish and maintain stringent QA/QC standards throughout the site-covering foundation works, structural framing, exterior envelope, mechanical systems, interior fit-outs, and final turnover.

  • Site Health & Safety: Lead a rigorous HSE framework specifically engineered to mitigate the high-risk environments of tall-building construction sites.

  • Resource Allocation: Direct consultants and construction firms to ensure adequate heavy machinery, vertical transport equipment, specialized tools, and workforce levels are deployed effectively.

Financial Governance & Cost Management

  • Budget Oversight: Work in tandem with the Commercial and Contracts (C&C) department to track expenditures, prevent cost overruns, and maintain fiscal control across all project stages.

  • Payment & Valuations: Review and authorize payment claims, material reconciliations, subcontractor billings, and detailed BOQs with meticulous detail.

  • Efficiency Initiatives: Champion value engineering and waste-reduction practices across site operations to maximize capital efficiency.

  • Contract Administration: Aid the commercial team in assessing variation requests, Extension of Time (EOT) claims, and contract closeouts.

Stakeholder Alignment & Progress Reporting

  • Lead Project Representative: Act as the main focal point on-site, championing strategic interests when engaging with external partners, vendors, and regulatory entities.

  • Executive Reporting: Oversee the compilation and submission of concise, data-driven monthly progress reports and project performance metrics for senior management.

Risk Mitigation & Issue Resolution

  • Proactive Risk Management: Identify emerging technical, financial, or site-logistics risks early and formulate practical risk-mitigation strategies alongside executive leaders.

  • Dispute Resolution: Resolve daily technical conflicts, site disputes, and unforeseen field conditions rapidly to prevent schedule drag or budget drift.

  • Academic Qualification: Bachelor's Degree in Civil Engineering, Structural Engineering, Construction Management, or an equivalent technical discipline.
  • Work Experience: Minimum of 15 years of hands-on site management experience in large-scale commercial building construction.

  • Proven Seniority: Proven track record operating at or having held the position of Construction Manager, with direct experience autonomously managing multi-disciplinary site teams.

Technical & Specialized Expertise

  • Full High-Rise Lifecycle Knowledge: In-depth technical mastery across every phase of tall-building construction: piling, deep foundations, substructure, superstructure framing, exterior curtain wall/façades, MEP systems integration, architectural fit-out, and project completion.

  • Contractor & Consultant Management: Extensive experience directing main contractors, specialist package contractors, and design consultants on high-density commercial developments.

  • Regulatory & Statutory Proficiency: Thorough understanding of local building codes, high-rise statutory clearance procedures, and authority compliance guidelines.

Core Competencies & Soft Skills

  • Leadership & Site Governance: Strong capability to lead, influence, and coordinate diverse site teams, trade specialists, and consultant networks under high-pressure conditions.

  • Problem-Solving & Risk Management: Sharp analytical ability to spot technical or logistical risks early and drive practical, rapid solutions on-site.
