Reporting Line: Group CEO & Group CFO

We are seeking a hands-on, commercially minded HR Manager to lead a complete HR and administrative transformation for a Bursa Malaysia ACE Market-listed group.

The group is undergoing an active business turnaround across multi-site F&B, IT retail, and central warehouse operations. This is not a routine maintenance role, you will establish structural HR frameworks, build policies from the ground up, and serve as an independent problem-solver for executive leadership.

The Opportunity:

  • Rebuild HR Policies: Draft Employee Handbooks, SOPs, and compliance frameworks for F&B, retail, and warehouse operations.
  • Foreign Worker Management: Oversee permits, quota applications, and Act 446 hostel compliance for a 50% foreign workforce.
  • Lead HR & Admin Scope: Oversee general admin (tenancy renewals, licenses, insurance) while guiding 2 existing HR Executives.
  • Independent Problem Solving: Investigate operational bottlenecks, OT disputes, and staffing ratios, resolving issues directly before reporting to C-suite.
  • Statutory & Audit Readiness: Oversee payroll accuracy and manage statutory compliance (EPF, SOCSO, LHDN, HRD Corp)

What We’re Looking For:

  • 8+ years of HR experience, with at least 3 years at Manager level
  • Hands-on policy set-up experience (employee handbook, SOPs, compliance frameworks)
  • Strong knowledge of Malaysian employment laws and HR best practices
  • Practical experience managing foreign workers (licensing, permits, accommodation)
  • Comfortable handling general office administration alongside HR
  • Payroll and statutory compliance expertise (EPF, SOCSO, EIS, LHDN, HRDF)
  • Proficiency in Mandarin and English
  • Human-oriented, calm, and able to handle long-tenured employees during policy changes
  • Direct, concise communicator with a cost-conscious, resource-optimizing mindset

Nice-to-Have:

  • F&B, retail, plantation, or manufacturing industry experience
  • PLC operations exposure
  • HRIS implementation or HR transformation experience

Why Join?

  • Direct mentorship from an experienced CEO & CFO
  • Front-row seat to business transformation and strategy execution
  • Opportunity to build and shape the HR function for a growing public-listed group
  • Supportive, dynamic team environment
  • Career growth potential as the business expands
