Ichor Systems, Inc. Hiring! Full Time Learning - Development Specialist in Selangor - Ricebowl

We are looking for a Learning & Development Specialist to join our HR team in Malaysia and drive learning, capability-building and employee development initiatives across the organization.

In this role, you will identify capability gaps, develop learning plans, coordinate training programs and measure their effectiveness while partnering closely with managers, HR Business Partners, trainers and external providers. You will also play an important role in HRDC-related activities, competency development and continuous improvement of our L&D programs

Responsibilities

• Drive the overall Learning & Development activities and programs in Malaysia, aligning initiatives with business and workforce needs
• Partner with managers, Supervisors, HRBPs and the Direct Labour Training Manager to identify skills, competency and development gaps
• Lead the Training Needs Analysis (TNA) process and translate identified needs into practical learning solutions and annual training plans
• Develop and manage the annual training calendar and budget, ensuring training priorities are delivered effectively and resources are well utilized
• Coordinate with internal trainers, subject matter experts and external training providers to organize and deliver learning programs
• Monitor mandatory, compliance, technical, behavioral and leadership training completion and follow up with relevant stakeholders
• Evaluate training effectiveness through feedback, assessments and relevant learning metrics, and recommend improvements where needed
• Manage training records, competency data, certifications, attendance, training hours and other L&D documentation to ensure accurate and timely reporting
• Manage HRDC-related activities including training registrations, grant applications, claims, levy utilization, documentation and compliance requirements
• Develop L&D reports and dashboards to track training participation, completion, expenditure, HRDC utilization and other key metrics
• Support competency frameworks, skills matrices, career development and employee capability-building initiatives across the organization
• Drive continuous improvement projects to enhance the learning experience, training effectiveness and overall L&D processes

Requirements

• Bachelor's Degree in Human Resources, Learning & Development, Business Administration, Education or a related discipline, or equivalent combination of education and experience
• 5-7+ years of relevant experience in Learning & Development, training, HR or a related field, preferably within a manufacturing or operational environment
• Hands-on experience in Training Needs Analysis (TNA), training planning, coordination and training effectiveness
• Practical experience managing HRDC processes, training grants, claims and levy utilization is strongly preferred
• Experience in technical/production training, competency management or skills development will be an advantage
• Experience working with internal trainers, subject matter experts and external training providers
• Strong stakeholder management, communication, facilitation and presentation skills
• Strong analytical and organizational skills, with the ability to manage multiple programs and priorities independently
