Responsibilities

Overall Job Responsibility

In this role, you will support SG Enable in strengthening its creative and media agency ecosystem during an interim transformation period.

You will conduct an organisation-wide assessment of SG Enable’s creative and media agencies, including its performance, capabilities, costs and value delivered. You will establish clear agency performance expectations and evaluation criteria, incorporating feedback from business units and relevant industry benchmarks.

You will also review SG Enable’s media strategy and investments, recommend an appropriate future agency model, support agency selection and appointment where required, and manage the transition to the appointed agencies. In addition, you will establish media planning, benchmarking and performance measurement frameworks to improve the effectiveness and efficiency of SG Enable’s marketing investments.

You will also assist the Divisional Director to work on 2027 workplan.

Duties and Responsibilities

1. Organisation-Wide Agency Landscape Review

  • Map all creative, digital, content, social media, production and media agencies engaged across SG Enable.
  • Review each agency’s appointment, scope of work, contract period, fees, deliverables and current utilisation.
  • Identify duplication, fragmented scopes, capability gaps and opportunities for consolidation.
  • Assess whether the existing agency arrangements adequately support SG Enable’s organisation-wide and business-unit requirements.
  • Develop a consolidated view of agency expenditure and the value delivered across the organisation.
  • Recommend an appropriate future agency structure and operating model.

2. Creative Agency Performance Assessment

  • Establish a structured and transparent framework for assessing the performance of creative agencies.
  • Define agency performance expectations in consultation with relevant divisions and business units.
  • Review agencies against agreed evaluation criteria,
  • Develop standard evaluation scorecards and rating guidelines to support consistent assessment across business units.
  • Conduct structured interviews, surveys or evaluation sessions with business units and agency users.
  • Review a representative sample of agency briefs, creative outputs, campaign results and working processes.
  • Assess the quality of briefs provided by SG Enable and distinguish agency-performance issues from internal process or briefing gaps.
  • Facilitate agency performance review sessions to clarify expectations, discuss performance gaps and agree on improvement actions.
  • Document the evidence supporting performance ratings and recommendations.
  • Recommend whether agencies should be retained, developed, consolidated, placed on a performance improvement plan or replaced.

3. Industry Benchmarking and Agency Evaluation Practices

  • Research and apply relevant industry practices for creative agency appointment, remuneration and performance evaluation.
  • Benchmark SG Enable’s agency expectations, service standards and evaluation criteria against comparable organisations and industry norms.
  • Review commonly used evaluation approaches, including quantitative scorecards, qualitative stakeholder feedback, campaign effectiveness reviews and periodic agency health checks.
  • Benchmark appropriate service levels, turnaround times, cost structures and account-management expectations.
  • Assess whether existing agency fees and remuneration models are appropriate for the scope and complexity of work.
  • Recommend an appropriate frequency and process for ongoing agency reviews.
  • Develop an agency performance-management framework that can be consistently applied across SG Enable.
  • Where external benchmark data is unavailable, establish internal baseline measures that can be tracked and improved over time.

4. Business-Unit Consultation and Alignment

  • Engage business units to understand their agency requirements, priorities, experiences and operational challenges.
  • Gather structured feedback from agency users rather than relying solely on informal or anecdotal feedback.
  • Ensure business-unit feedback is assessed consistently and supported by relevant evidence.
  • Identify common requirements that may be consolidated while recognising legitimate specialist needs.
  • Facilitate discussions to align business units on agency expectations, evaluation criteria and the proposed future agency model.
  • Present findings and recommendations clearly, including areas of agreement, differing business-unit requirements and proposed resolutions.
  • Establish an appropriate process for business-unit participation in future agency evaluations.

5. Media Strategy and Media Buy Review

  • Review existing media strategies, plans, investments and buying practices across SG Enable.
  • Assess the effectiveness and efficiency of media investments across traditional and digital channels.
  • Evaluate audience targeting, channel selection, reach, frequency, cost efficiency and campaign performance.
  • Review the quality and consistency of media planning and reporting provided by agencies.
  • Identify opportunities to consolidate media planning and buying to achieve greater efficiency and negotiating leverage.
  • Recommend improvements to SG Enable’s overall media strategy and investment approach.

6. Media Benchmarking and Performance Measurement

  • Establish benchmarks for media costs, delivery, quality and campaign performance.
  • Develop a consistent framework for campaign objective-setting, media planning, monitoring and post-campaign evaluation.
  • Define relevant performance indicators for different campaign objectives and channels.
  • Develop standard media briefs, planning templates, reporting dashboards and post-campaign evaluation formats.
  • Establish baseline measures that allow SG Enable to assess improvements in media efficiency and effectiveness over time.
  • Recommend appropriate processes for validating agency-reported results and identifying optimisation opportunities.

7. Agency Evaluation and Appointment

  • Translate SG Enable’s requirements into clear and comprehensive agency briefs.
  • Develop agency evaluation criteria, scoring methodologies and assessment templates.
  • Support procurement and agency selection processes, where required.
  • Coordinate input from business units and relevant internal stakeholders during agency evaluation.
  • Assess agency proposals based on strategic capabilities, creative quality, media expertise, operational delivery, accessibility, cost and cultural fit.
  • Document the evaluation process and provide evidence-based recommendations on agency appointments.

8. Agency Transition and Governance

  • Develop and manage the transition from existing agencies to newly appointed agencies, where applicable.
  • Coordinate the handover of campaign materials, brand assets, media data, digital assets, contracts and ongoing projects.
  • Clarify the roles and responsibilities of SG Enable, business units and appointed agencies.
  • Establish agency governance processes, including briefing protocols, approval workflows, performance reviews and escalation procedures.
  • Develop an agency onboarding process to ensure a strong understanding of SG Enable’s brand, audiences, accessibility requirements and ways of working.

Qualifications, Knowledge and Experience
  • Degree in Marketing, Communications, Business or a related discipline.
  • At least 6–8 years of relevant experience in integrated marketing, media planning, media buying, creative agency management or marketing procurement.
  • Experience assessing and managing creative and media agency performance.
  • Familiarity with agency evaluation scorecards, service-level expectations and performance-review processes.
  • Experience conducting agency reviews, pitches, appointments or transitions would be advantageous.
  • Strong understanding of creative development, media planning, digital marketing and campaign measurement.
  • Strong analytical skills, with the ability to assess both qualitative creative performance and quantitative media results.
  • Strong stakeholder-management and facilitation capabilities.
  • Able to gather and reconcile input from multiple business units and translate it into practical recommendations.
  • Able to operate independently, manage multiple workstreams and deliver within a defined contract period.
  • Experience in public education, social impact, government or community-focused communications would be advantageous.
