Shanghai Tunnel Engineering Co (Singapore) Pte Ltd (STECS) is a leading civil engineering and construction firm in Singapore. Since 1996, STECS has grown from a specialist tunnel subcontractor to a top main contractor, delivering complex projects for LTA, PUB, MBS, CAG, and others.

Job Summary

The role is responsible for developing and managing detailed project schedules to support timely project completion. The position will monitor project progress, identify critical paths and potential delays, optimise resource planning, and coordinate with project teams and stakeholders to ensure alignment with project objectives.

Responsibilities

  • Define key project targets / milestones in terms of timeline and resources.
  • Preparation of overall master program planning and recovery program for project activities and operations.
  • Preparation of programme narrative, program planning, time chainages and resource plans.
  • Prepare and submit all necessary submissions relating to planning in accordance to contract requirements.
  • Prepare, collate and compile project progress reports and presentations.
  • Prepare and monitor project S-curves, trend charts and projections for major works and resource charts.
  • Prepare detailed schedule for various departments / trades for monitoring of progress status.
  • Coordinate with interfacing contractors and project teams for interfacing work program, updates, sequences and related works.
  • Prepare and submit programme delay analysis with supporting documents.
  • Prepare the narrative for the delay analysis programme section.
  • Produce progress claim forecast.
  • Prepare and present progress reports to senior management and clients.
  • Ensure compliance with all relevant programme policy, regulations, codes, and standards.
  • Identify potential risks and develop mitigation strategies.

Required competencies and certifications

  • Degree or Diploma in Civil Engineering, Building Engineering, Construction Management or a related discipline.
  • 5–8 years of relevant experience in construction project planning and scheduling.
  • Experience in infrastructure projects, particularly LTA or PUB projects.
  • Proficiency in Primavera P6 and Microsoft Office.
  • Strong knowledge of construction sequencing, project planning parameters and scheduling.
  • Good understanding of project interfaces and cross-disciplinary coordination.
  • Strong analytical and problem-solving skills with the ability to identify programme risks and respond decisively to issues.
  • Meticulous, organised and able to manage multiple priorities within project timelines.

Preferred Competencies and Qualifications

  • Experience in preparing delay analysis, recovery programmes and Extension of Time (EOT) submissions.
  • Experience in preparing and presenting project programmes and progress reports to clients and senior management.
  • Experience in resource planning, progress measurement and project forecasting.
  • Familiarity with relevant Singapore authorities' requirements and contractual planning obligations.
  • Experience working in a main contractor environment.
  • Experience with advanced planning, project controls or digital scheduling tools.
