About the Role

We are recruiting on behalf of our client for an experienced Contracts Manager to lead the commercial and contractual management of its civil engineering projects in Singapore.

The successful candidate will oversee contract administration, procurement, commercial risk management and claims in accordance with the applicable PSSCOC and/or LTACOC provisions. You will lead a team of Quantity Surveyors, support the project management team and work closely with clients, consultants and subcontractors to safeguard the company’s commercial interests.

Prior work experience in Singapore managing contractual and commercial matters for Land Transport Authority (LTA) projects is mandatory.

Key Responsibilities

• Procurement: Develop and manage the overall project procurement schedule. Prepare tender invitation documents, evaluate submissions, conduct negotiations and formalise contract awards.
• Contract Administration: Draft and review contractual correspondence, oversee post-contract administration and manage insurance claims.
• Commercial Risk Management: Review tender documents, letters of award and contract clauses to identify commercial risks and implement proactive mitigation measures.
• Claims and Extension of Time (EOT): Identify, prepare and substantiate EOT claims in coordination with the project planner, together with loss and expense claims and variation claims.
• Financial Management and Cost Control: Prepare project cash flow forecasts, monitor budgets, implement cost controls and produce detailed cost reports with supporting analysis.
• Dispute Resolution and Contractual Advice: Manage contractual disputes and ambiguities, interpret contract provisions and provide commercial and contractual advice to the Project Director and management.
• Team Leadership: Lead, supervise and mentor the Quantity Surveying team, providing guidance on daily tasks, contractual matters and commercial deliverables.
• Stakeholder Coordination: Work closely with the project team, clients, consultants and subcontractors to address contractual matters and maintain effective working relationships.

Job Requirements

• Qualifications: Diploma, Bachelor’s Degree or an equivalent recognised qualification in Quantity Surveying, Building, Construction Management, Civil Engineering or a related discipline.
• Experience: At least 15 years of progressive commercial and contracts management experience in the Singapore construction industry, with a proven track record in public sector projects.
• Mandatory LTA Experience: Previous experience managing contractual and commercial matters for LTA civil engineering projects in Singapore. Applicants must clearly state the relevant LTA projects and their responsibilities in their CV.
• Contract Knowledge: In-depth knowledge and practical experience in administering contracts under PSSCOC and/or LTACOC.
• Legal and Industry Knowledge: Strong working knowledge of Singapore construction law and the Building and Construction Industry Security of Payment Act.
• Commercial Skills: Proven ability in contractual drafting, claims preparation, negotiation, dispute resolution and commercial risk management.
• Leadership and Communication: Demonstrated ability to lead a Quantity Surveying team and communicate effectively with management, project teams and external stakeholders.
• Software Proficiency: Proficient in Microsoft Office, particularly Excel and PowerPoint, as well as Outlook, Bluebeam or other PDF editing software.
• Personal Attributes: Strong analytical and problem-solving skills, meticulous attention to detail and the ability to work collaboratively in a fast-paced project environment.

Pay: $9,000.00 - $12,000.00 per month
