Purpose
Lead a development project from approvals and design through construction to handover. Deliver it on time, within budget, to the required quality and in compliance with regulations. Act as the main point of contact between the company, consultants, contractors and authorities.
Key responsibilities
1. Planning and programme
- Prepare and maintain the master programme, with milestones for design, tender, construction, CCC/CF and handover.
- Monitor progress against the programme. Identify delays early and put recovery plans in place.
- Chair regular site and coordination meetings, and issue minutes with action items.
2. Design and consultant management
- Coordinate the Architect, C&S, M&E and other consultants so design is complete and coordinated before construction.
- Review drawings, specifications and design changes for buildability, cost and sales impact.
- Manage the submission and approval of plans with the local authorities (PBT, JKR, TNB, water, fire, JPS, etc.).
3. Tender and contractor management
- Prepare tender documents with the QS and consultants. Evaluate tenders and recommend the award.
- Administer the contract: instructions, variation orders, extension of time claims and payment certificates.
- Manage subcontractor and supplier performance, including nominated and specialist trades.
4. Cost control
- Prepare and control the project budget and cash flow. Report cost status and forecast final cost.
- Review progress claims, variation orders and contingency use. Approve within authority and escalate the rest.
- Identify cost-saving options without compromising quality or compliance.
5. Quality and site supervision
- Set up and enforce the quality plan. Supervise the Clerks of Works and site team on inspection, testing and snagging.
- Make sure NCRs and defect lists are closed. Target a good QLASSIC score where required.
- Verify that materials and workmanship follow approved specifications and samples.
6. Health, safety and environment
- Ensure the contractor complies with OSHA, CIDB requirements and the site safety plan.
- Lead safety meetings and investigate incidents. Report serious incidents to the authorities and management.
7. Compliance and handover
- Obtain statutory approvals and certificates (CCC/CF, authority approvals, utilities connection).
- Manage final inspections, testing and commissioning, as-built drawings and O&M manuals.
- Oversee vacant possession and the defects liability period (DLP) rectification.
8. Stakeholder and sales support
- Provide progress updates to management, directors, financiers and (where applicable) the housing developer's licensing and sales team.
- Support the sales and marketing team with schedules, specifications and show unit input.
- Handle buyer, purchaser and end-user issues related to construction and defects.
9. Risk and reporting
- Maintain a risk register with mitigation actions.
- Submit monthly reports covering progress, cost, quality, safety, issues and the lookahead.
Authority
- Approve site instructions and minor changes within the project budget and delegated limits.
- Recommend contractor awards, variation orders and extensions of time. Final approval rests with management.
- Stop work on site for safety or serious quality issues.
Qualifications and experience
- Degree in Civil or Structural Engineering, Architecture, Quantity Surveying, Building or Construction Management. A Diploma with significant experience may be considered.
- At least 8 to 10 years in property development or construction, including at least 3 to 5 years managing projects (residential, commercial or mixed-use).
- Professional registration is an advantage: Professional Engineer (PEPC/BEM), Professional Technologist, PMP, or Architect / QS membership.
- Valid CIDB Green Card.
Skills and competencies
- Strong knowledge of Malaysian construction practice, UBBL, the Housing Development Act, CIDB regulations and standard contract forms (PAM, JKR, CIDB).
- Good command of programme and cost control tools (MS Project or Primavera, Excel).
- Strong negotiation, leadership and communication skills in English and Bahasa Malaysia. Mandarin is an advantage.
- Sound judgement under pressure, and the ability to manage several stakeholders and workstreams at once.
Pay: RM8,000.00 - RM20,000.00 per month
