Responsibilities
To ensure compliance with concession, statutory, and contractual requirements while managing procurement, contracts, and vendor performance for maintenance and asset replacement works. The role drives cost-effective operations to achieve contractual KPIs, minimize compliance risks and financial deductions, and support lifecycle asset replacement and campus facilities sustainability through effective stakeholder coordination, reporting, and governance.
Job Description:
1. Manage the end-to-end procurement process, including sourcing, tendering, quotation, evaluation, negotiation, and award of contracts for maintenance services, materials, equipment, and asset replacement projects.
2. Administer and monitor contracts, service agreements, purchase orders, and contract renewals to ensure compliance with contractual obligations and company requirements.
3. Coordinate procurement activities for lifecycle asset replacement programs, ensuring timely delivery, cost effectiveness, and adherence to approved specifications.
4. Develop and maintain relationships with suppliers, contractors, and service providers while monitoring their performance, quality, and service delivery.
5. Conduct commercial evaluations and provide recommendations for supplier selection and contract awards.
6. Support the achievement of contractual KPIs and service level requirements while minimizing deductions, demerits, and non-compliance incidents.
7. Ensure compliance with the Concession Agreement, statutory regulations, by-laws, company policies, and procurement procedures.
8. Negotiate pricing, terms, and conditions to achieve value for money and optimize operational and maintenance costs.
9. Prepare and maintain procurement records, contracts, tender documentation, evaluation reports, and management reports.
10. Monitor procurement budgets, expenditures, and cost-saving initiatives to support effective financial management.
11. Coordinate with Operations, Engineering, Finance, and client representatives to support maintenance, project, and asset replacement requirements.
12. Manage contract variations, additional work, and change orders, including commercial evaluation and documentation.
13. Identify opportunities for additional work and revenue enhancement in support of business objectives.
14. Support internal and external audits by ensuring proper documentation, record keeping, and compliance with governance requirements.
15. Undertake any other duties and responsibilities as assigned by Management from time to time.
