The Project Manager is responsible for managing and driving project activities from planning through completion, ensuring projects are delivered in accordance with approved timelines, budget expectations, quality standards, safety requirements, and regulatory compliance.
The role requires strong hands-on involvement in site management, contractor coordination, stakeholder communication, project administration, cost and progress monitoring, risk management, and completion handover. The role will also support the Project Director in preparing preliminary costing and feasibility inputs for potential development projects.
Key Responsibilities
Project Planning & End-to-End Execution
- Lead and manage project planning, execution, delivery, and closing phases from inception to completion.
- Define project scope, develop timelines, allocate resources, and monitor progress against approved milestones.
- Lead the coordination of design development, procurement, construction, and implementation activities to ensure smooth project execution.
- Develop, monitor, and update project programmes, work schedules, and implementation plans.
- Identify potential delays, operational issues, or resource constraints and recommend practical corrective actions.
Feasibility Study & Preliminary Costing Support
- Assist the Project Director in preparing preliminary costing, budget assumptions, and cost inputs for feasibility studies of potential development projects.
- Coordinate with consultants, quantity surveyors, contractors, and internal stakeholders to obtain relevant cost information, technical inputs, and assumptions for development feasibility review.
- Support the comparison of project cost options, construction methods, programme implications, and key risks to facilitate management decision-making.
- Maintain supporting documentation for feasibility costing, assumptions, quotations, and related project evaluation records.
Site Management & Construction Supervision
- Oversee daily site activities with a hands-on approach to ensure works are carried out according to approved drawings, specifications, safety requirements, and quality standards.
- Monitor contractor performance, site progress, workmanship, and compliance with project requirements.
- Conduct regular site inspections and follow up on corrective actions to resolve site issues promptly.
- Lead site teams and coordinate closely with consultants, contractors, suppliers, and site representatives to ensure smooth site operations.
- Ensure quality control measures and safe work practices are properly implemented throughout the construction process.
Authority Liaison, Regulatory Compliance & Approvals
- Manage and coordinate submissions to relevant authorities, consultants, and statutory bodies for required permits, approvals, and certifications.
- Ensure project activities comply with Singapore building regulations, local building codes, safety requirements, statutory guidelines, and internal governance standards.
- Support and monitor compliance with relevant industry standards such as CONQUAS, GreenMark, Buildability, Constructability, and other applicable quality benchmarks.
Contract Administration & Commercial Risk Management
- Administer project contracts and coordinate contract-related matters with consultants, contractors, suppliers, procurement, legal, and internal stakeholders.
- Review and evaluate progress claims, variation orders, extension of time requests, payment recommendations, and supporting documentation.
- Assist in managing contractual disputes, claims, and commercial risks in a timely and practical manner.
- Review contractual documentation and assist in resolving project issues, disputes, or claims where required.
Cost & Progress Monitoring
- Monitor project expenditures and support cost control initiatives to ensure spending is aligned with approved budgets.
- Control project budgets, track costs, validate progress payments, and ensure accurate reporting of project cost and progress status.
- Review work done, payment claims, and progress reports to ensure accuracy, completeness, and alignment with actual site progress.
- Highlight cost concerns, budget deviations, and potential financial exposure to the Project Director or Management in a timely manner.
Stakeholder Coordination & Communication
- Act as the key coordination point between internal departments, consultants, contractors, suppliers, authorities, clients, and site teams.
- Organise and attend project meetings, technical discussions, site coordination meetings, and management updates.
- Follow up on action items and ensure timely resolution of technical, contractual, compliance, and operational matters.
- Prepare clear project updates, progress reports, feasibility inputs, costing summaries, and management reports for review.
Risk & Issue Management
- Identify project risks early, including site constraints, technical issues, compliance matters, cost concerns, schedule delays, and construction-related challenges.
- Develop and implement mitigation strategies to minimise project disruption and safeguard delivery objectives.
- Resolve technical, construction, contractual, and operational challenges proactively in coordination with relevant stakeholders.
- Support contingency planning throughout the project lifecycle.
Project Documentation & Administration
- Maintain accurate project documentation, including meeting minutes, progress reports, site records, authority approval records, correspondence, claims, feasibility costing records, and contractual documents.
- Ensure project records are complete, properly filed, and available for audit, management review, feasibility reference, and handover purposes.
- Review reports and supporting documents to ensure accuracy and completeness.
Project Completion, Handover & Defects Management
- Coordinate project completion activities, including inspections, authority clearances, handover requirements, and close-out documentation.
- Manage Temporary Occupation Permit, completion inspections, and other necessary project closure processes where applicable.
- Coordinate defect rectification works with contractors and consultants during the Defects Liability Period.
- Ensure all as-built records, warranties, handover documents, and close-out reports are properly prepared and submitted.
Additional Responsibilities
- Support other project-related matters assigned by the Project Director or Management from time to time.
- Travel locally or overseas when required to support project activities and business needs.
