About the Role

SICC is seeking a meticulous and service-oriented Trade Documentation Officer to join its Certification Services team.

Reporting to the Director, Certification Services, you will primarily support the processing, issuance and administration of Carnets, which facilitate the temporary movement of goods across borders. You will also receive training in Certificate of Origin (CO) processing and the endorsement of other trade documents.

This role involves working with customers, Singapore Customs, overseas chambers and service providers to deliver accurate and timely services while safeguarding the Chamber’s interests.

Key Responsibilities

Carnet Processing and Administration

  • Review Carnet applications and supporting documents for completeness and accuracy, and follow up with applicants on missing information or discrepancies.
  • Process and issue ATA and TDB/BOFT Carnets in accordance with applicable requirements and SICC’s procedures.
  • Monitor outstanding Carnets, relevant deadlines and document returns, and carry out the necessary follow-up.
  • Support the regularisation of Singapore-issued and foreign Carnets, including gathering supporting documents and coordinating with the relevant parties.
  • Attend to Carnet enquiries from customers, Singapore Customs and overseas chambers, escalating complex cases to the Director where necessary.
  • Maintain accurate and up-to-date application records, correspondence and case files.

Customer Service and Trade Documentation Support

  • Handle counter, telephone and email enquiries, and guide customers on application procedures and documentation requirements.
  • Receive applications, collect fees and record payments accurately in the Point of Sale (POS) system.
  • Support CO processing and the endorsement of trade, shipping and other documents following training and within the assigned authority.
  • Provide operational cover for colleagues to support continuity of certification services.

Systems, Records and Reporting

  • Monitor and record issues with electronic Carnet platforms, liaise with service providers and track resolution.
  • Perform assigned daily and monthly closing tasks, and assist with transaction reconciliation.
  • Compile operational statistics and assist in preparing monthly departmental reports and reports required by Singapore Customs.

Departmental Support

  • Assist in preparing materials and coordinating arrangements for Carnet and CO workshops, seminars and customer briefings.
  • Identify opportunities to improve administrative processes and customer service.
  • Undertake other duties assigned by the Director, Certification Services, or Chief Executive.

Requirements

  • Diploma in Business Administration, International Trade, Logistics, Supply Chain Management or a related discipline, or equivalent relevant work experience.
  • Experience in trade documentation, shipping, logistics, certification services or customer service would be an advantage.
  • Knowledge of Carnets, Certificates of Origin or customs procedures would be beneficial; training will be provided.
  • Strong attention to detail and the ability to review documents and maintain accurate records.
  • Good written and verbal communication skills, with a professional and helpful approach to customers.
  • Good organisational skills and the ability to manage multiple applications and follow-up deadlines.
  • Proficiency in Microsoft Office, particularly Excel and Word, and confidence in using digital application platforms.
  • A responsible team player who can work independently, exercise sound judgement and handle confidential information with discretion.
