Job Description

Responsibilities

Rhino Partners is looking for a Full Stack Software Engineer to support the development, enhancement and deployment of digital solutions for Singapore government agencies.

You will work across multiple product squads focused on redesigning business workflows and delivering innovative, AI-enabled applications. Working closely with product managers, engineers and government stakeholders, you will help transform early-stage prototypes into reliable, scalable and production-ready solutions.

This is a hands-on engineering role spanning full-stack development, DevOps, automated testing and application troubleshooting. We are looking for someone who enjoys solving technical challenges, thrives in fast-paced environments and takes ownership of delivering high-quality solutions.

Key Responsibilities
  • Design, develop and maintain full-stack web applications using modern frontend and backend technologies.
  • Refactor and enhance existing prototypes to improve code quality, maintainability, scalability and reliability.
  • Develop and integrate APIs, backend services and third-party systems to support application functionality.
  • Set up and manage development, testing and deployment environments.
  • Implement and maintain CI/CD pipelines, containerisation and automated deployment processes.
  • Establish logging, monitoring, observability and alerting to ensure application performance and reliability.
  • Develop and execute automated tests, including unit, integration, regression and end-to-end testing.
  • Investigate, troubleshoot and resolve technical issues identified during development, user testing and live deployments.
  • Collaborate with cross-functional teams and government stakeholders to support solution implementation and continuous improvement.
  • Work across multiple projects, adapting quickly to evolving technical requirements and priorities.
Requirements
  • Degree in Computer Science, Computer Engineering, Information Systems or a related discipline.
  • Hands-on experience developing and deploying full-stack web applications.
  • Proficiency in React, TypeScript and Python-based backend frameworks such as FastAPI or Django.
  • Experience developing RESTful APIs and integrating frontend applications with backend services.
  • Familiarity with software engineering best practices, including Git, code reviews and automated testing.
  • Experience with Docker, CI/CD pipelines and cloud or container-based deployment environments.
  • Understanding of application logging, monitoring, observability and performance troubleshooting.
  • Strong debugging, analytical and problem-solving skills.
  • Ability to work independently across multiple projects in a fast-paced, agile environment.
  • Good communication and collaboration skills, with a strong sense of ownership and accountability.
Good to Have
  • Experience developing or deploying AI-enabled applications, including LLM-based solutions or agentic workflows.
  • Familiarity with cloud platforms such as AWS, Azure or Google Cloud.
  • Experience with infrastructure automation, deployment orchestration or Kubernetes.
  • Experience supporting applications through user acceptance testing, pilot deployments and production rollouts.
  • Prior experience working on government or public sector digital transformation projects.
