Job Description

Responsibilities

Role Purpose

The Technology Delivery Manager is responsible for the overall health of technology delivery across Enterprise Technology, with a focus on portfolio oversight, resource and capacity planning, delivery assurance, and the shared capabilities required to move software from development through QA, security testing, production release and ongoing support.


The Technology Delivery Manager operates across projects to ensure the right resources, delivery controls and supporting functions are available and working effectively.


Key Responsibilities

  1. Portfolio, Resource & Capacity Management
  • Maintain visibility of active projects, upcoming initiatives, key milestones and delivery commitments.
  • Monitor overall project health, major risks, dependencies and delivery confidence.
  • Maintain visibility of resource allocation and capacity across engineering, QA and outsourced teams.
  • Work with PM/BAs and the Solution Architect to identify upcoming resource needs, constraints and capability gaps.
  • Recommend resource reallocation, sequencing or use of external capacity where required.
  • Support the Head of Enterprise Technology in assessing delivery capacity before new commitments are made.


2. Delivery Assurance & Governance

  • Conduct regular project health reviews with PM/BAs.
  • Review whether scope, timeline, resources, risks, dependencies and readiness are being appropriately managed.
  • Constructively challenge project status, assumptions or timelines where delivery risks are identified.
  • Identify cross-project dependencies and help resolve blockers that individual project teams cannot address alone.
  • Establish practical delivery standards, checkpoints and governance without creating unnecessary bureaucracy.
  • Provide concise portfolio-level reporting and escalate material risks when required.


3. QA & Release Readiness

  • Own QA capacity planning and allocation across projects.
  • Ensure appropriate testing, regression, defect management and test evidence practices are in place and followed.
  • Monitor QA effectiveness and address quality, process or performance concerns raised by project teams.
  • Ensure required security assessments and penetration testing are planned and coordinated.
  • Track significant findings and ensure remediation and retesting are completed where required.
  • Ensure quality, security and operational readiness requirements are completed before production release.


4. Infrastructure, Deployment & Support

  • Coordinate infrastructure, hosting and environment readiness across projects.
  • Ensure production requirements are identified early and appropriate teams are engaged.
  • Coordinate deployment and release readiness activities.
  • Ensure applications have appropriate monitoring, support ownership, escalation paths and operational documentation before go-live.
  • Establish practical support and incident-management processes.
  • Monitor recurring service issues and work with technical teams to drive improvement.


5. Vendor & Delivery Capability Management

  • Maintain oversight of outsourced teams and external technology vendors.
  • Monitor vendor capacity, utilisation, commitments and delivery performance.
  • Coordinate corrective actions where capacity or performance concerns arise.
  • Support vendor performance reviews and major escalations.
  • Continuously improve Enterprise Technology's delivery practices, templates and ways of working as the portfolio grows.


Requirements

What We Are Looking For

  • Minimum 6 years of relevant experience in technology project management, delivery management or software delivery.
  • Hands-on experience managing software development or technology implementation projects through the delivery lifecycle.
  • Good understanding of QA, security testing, release, infrastructure and production support.
  • Experience overseeing multiple projects, workstreams or delivery teams.
  • Experience with resource and capacity planning.
  • Comfortable working across engineers, QA, technical teams, business stakeholders and external vendors.
  • Able to recognise delivery risks and constructively challenge plans, assumptions and status.
  • Demonstrated ability to establish or improve delivery processes and ways of working.
  • Strong communication, organisation, analytical and problem-solving skills.
  • Comfortable operating in a growing environment where processes and structures are still evolving.


Good to Have

  • Experience in some of the following would be advantageous:
  • Software company, system integrator, technology consultancy or product environment.
  • External client software delivery.
  • QA or software quality management.
  • Security or penetration-testing coordination.
  • Infrastructure, release or application support.
  • Offshore or outsourced development teams.
  • Vendor management.
  • Project estimation, cost tracking and resource planning.
  • Scope management, Change Requests and contractual deliverables.
  • PMP, Scrum, ITIL or other relevant certification.


Candidate Profile

We are looking for an experienced technology delivery professional who can operate across multiple projects rather than manage only one project in detail.

The successful candidate should have enough hands-on delivery experience to understand what good software delivery looks like, anticipate risks and resource constraints, and constructively challenge project teams where necessary.


The candidate should be effective in a growing environment where processes and structures are still evolving, and be able to introduce practical organisation and discipline without creating unnecessary bureaucracy or simply replicating processes from a large established organisation.

This role requires someone who can balance oversight with empowerment — allowing PM/BAs to remain accountable for their projects while ensuring the shared delivery capabilities they depend on are reliable and effective.


Most importantly, we are looking for someone who takes ownership of overall delivery health, is adaptable, and is motivated to help build and strengthen Enterprise Technology's delivery capability.
