JOB DESCRIPTION

• Implement, monitor, and continuously improve the Company HSSE and Safety Management System (SMS) for OSV operations.
• Ensure compliance with ISM Code, IMO regulations, SOLAS, MARPOL, STCW, and applicable Flag State requirements.
• Ensure vessels comply with Malaysian regulations (Marine Department Malaysia, DOSH, DOE) and international statutory requirements.
• Assist the DPA in monitoring the safe operation of vessels and pollution prevention activities.
• Act as an alternate communication channel between vessels and shore management for HSSE and SMS matters.
• Support the DPA in ensuring adequate resources and shore-based support are provided to vessels.
• Monitor and follow up on non-conformities, observations, and corrective actions raised under ISM audits.
• Assist in the review, update, and control of SMS documentation and manuals.
• Conduct regular vessel inspections, HSSE visits, and marine audits onboard OSVs.
• Ensure effective implementation of Permit to Work (PTW), Job Safety Analysis (JSA/JHA), and Toolbox Meetings onboard vessels.
• Provide HSSE guidance to Masters, Officers, and crew during marine and offshore operations.
• Ensure timely reporting of incidents, near misses, unsafe acts, and environmental spills.
• Lead or support incident investigations and root cause analysis (RCA).
• Track and verify closure of corrective and preventive actions.
• Coordinate HSSE training, drills, and emergency exercises for shipboard and shore personnel.
• Promote safety campaigns, toolbox topics, and behavioural-based safety initiatives.
• Ensure effective environmental management including waste handling, pollution prevention, and spill response readiness.
• Monitor compliance with MARPOL, local environmental regulations, and client environmental requirements.
• Support vessel security implementation in accordance with ISPS Code.
• Plan and conduct internal ISM and HSSE audits and support external audits (Flag State, Class, Client, ISO).

JOB REQUIREMENT

• Diploma or Degree in any discipline, preferable in Occupational Safety & Health.
• 5 - 8 years’ experience in HSSE with at least 2 years in marine / offshore related industry.
• NEBOSH IGC / NIOSH / SHO certification is added advantage.
• Knowledge in STCW and/or ISM.
• Knowledge in ISO 9001, ISO 45001 or experience is value added.
• Experience supporting or assisting DPA functions under ISM Code is highly preferred.
• Willing to travel offshore and overseas as required.
• Proficient in MS Office and HSSE reporting systems.
