Job Summary

The role is responsible for supporting the design and technical function of a major infrastructure project, providing design and technical expertise to ensure that design coordination and resolutions are optimised and meet project, client and regulatory requirements. The position will coordinate with consultants across disciplines, monitor design submission schedules in line with the construction programme, resolve technical issues arising on site, and guide the design engineering team.

Responsibilities

  • Assisting to ensure the functioning of the design and technical team for major infrastructure project and providing design and technical expertise, ensuring that design coordination /resolutions are optimised, fulfilling project and client’s requirements and specifications.
  • Assisting to coordinate with the consultants to deal with client with integrated multi-disciplinary approach, ensuring complete integration to the overall project requirements and regulatory compliance.
  • Assist in preparation and monitoring of detail schedules / targets for temporary and permanent works design ST submissions with consultants to AC, client and BCA to be in line with construction program.
  • Potentially optimising design approaches / proposals in aid to minimise construction cost.
  • Provision of technical solutions for complex site issues / challenges and resolve technical discrepancies during project execution.
  • Provide technical inputs to support project planning, scheduling, and execution strategies.
  • Assisting to guide and allocate tasks to Senior Design Engineers / Design Engineers for overall design requirements to support project.
  • Preparation of Site Construction and Design Coordination (SCD) for consultants’ input and advice for site issues, changes etc.

Required competencies and certifications

  • Degree in Civil Engineering recognised by the PE Board, or a qualification acceptable to the Commissioner of Building Control as eligible for application as a Resident Engineer, or a recognised degree in a relevant field subject to the acceptance of the Engineer.
  • At least 10 years of relevant experience in civil engineering or infrastructure projects, including 8 years in design for complex rail or road projects.
  • Experience in managing authority and agency submissions, ensuring regulatory compliance relating to project preparation and enabling works.
  • Ability to liaise with clients, with a clear understanding of the relevant codes of practice and specifications to drive the design and technical coordination of the project.
  • Good leadership and communication skills.
  • Strong technical, analytical and problem-solving skills, with the ability to think logically and act decisively and quickly when resolving issues.
  • Meticulous in planning, well organised and able to work and perform under pressure.

Preferred Competencies and Qualifications

  • Registered Professional Engineer (Civil) with the PE Board Singapore.
  • Experience in LTA rail or road infrastructure projects.
  • Experience in both temporary and permanent works design, including coordination with Accredited Checkers.
  • Experience in value engineering or design optimisation to achieve construction cost savings.
  • Experience working in a main contractor environment.
  • Experience leading and developing a team of design engineers.
