Job Description

Responsibilities

Job Summary

The Technical Director is the primary technical authority for the design, engineering, integration, and grid-compliance delivery of the Solar PV and co-located Battery Energy Storage System (BESS) plant. While the Project Director owns commercial, schedule, and overall delivery accountability, the Technical Director owns the technical solution, engineering governance, and regulatory compliance from the Request for Proposal (RFP) stage through to Commercial Operation Date (COD).

The role requires deep expertise in utility-scale solar and BESS, coupled with a commanding knowledge of Malaysia’s Grid Code, Energy Commission (Suruhanjaya Tenaga – ST) guidelines, and the CRESS/LSS6 framework. You will serve as the critical interface between the Project Director and the engineering, procurement, and construction (EPC) teams, ensuring the technical integrity of the asset and its successful energization.

Key Responsibilities

Technical Leadership & Governance

· Single Point of Technical Accountability: Act as the highest technical authority on the project, ensuring all engineering deliverables (designs, calculations, drawings, and specifications) are accurate, optimized, and aligned with the project’s commercial and contractual requirements.

· Design Oversight: Collaborate with Engineering teams to optimize the integration of solar PV generation with the mandated BESS capacity (typically MW/MWh scale) to maximize grid stability and capacity factor.

· Design Review & Optimization: Lead the review of all electrical designs, system architectures, and technical specifications for the solar PV array, HV/MV substations, and BESS container systems. Optimize designs for energy yield, cost-effectiveness, and constructability.

· BESS Technical Ownership: Own the technical specification, sizing, and integration strategy for the Battery Energy Storage System, ensuring it fulfills the CRESS Guideline 8.14(a) firming requirement (energy storage capacity ≥ 50% of GEP capacity for 4 consecutive hours).

· Technical Due Diligence: Provide technical input for project financing, including Lender’s Technical Advisor (LTA) reviews and technical risk assessments.

· Guide subordinates to perform their functions effectively according to their roles.

· Ensure projects are executed in compliance with contracts, standards, and internal procedures.

Regulatory Compliance & Grid Interface

· Oversee, plan, schedule, monitor, and track project activities to ensure completion within contract duration.

· Owner’s Representative: Act as the primary point of contact between the Owner, EPC Contractor, and local authorities (e.g., TNB, Energy Commission, local councils). Hold the EPC contractor accountable for safety, quality, schedule, and budget performance

· Grid Code Compliance: Ensure the full design complies with the Malaysian Grid Code for Peninsular Malaysia and all Grid System Operator (GSO) technical guidelines for Solar and BESS .

· CRESS & LSS6 Alignment: Ensure the technical configuration meets the requirements of the CRESS (Corporate Renewable Energy Supply Scheme) and Large Scale Solar 6 (LSS6) programs. This includes managing the technical interface with the Energy Commission (ST), Tenaga Nasional Berhad (TNB), and the Single Buyer .

· Inverter & Capability Compliance: Oversee the selection of inverters and PCS (Power Conversion Systems) to ensure they meet grid-forming and/or black-start capabilities as potentially required by the GSO.

· Stakeholder Technical Liaison: Serve as the primary technical point of contact for authorities, regulators, and the utility (TNB) regarding grid connection agreements, testing, and compliance sign-offs .

· Ensure all internal documentation meets company standards and ISO 9001 requirements.

· Coordinate with inter-department teams to ensure all tasks and processes are performed as required.

· On-Site Presence: Conduct regular site visits (particularly in the strategic Southern Peninsular growth areas) to inspect construction progress, HSE compliance, and quality assurance/quality control (QA/QC) protocols.

Commercial & Risk Interface

· Technical Risk Mitigation: Identify technical risks (e.g., grid instability, inverter performance, BESS degradation) and develop mitigation strategies in collaboration with the Project Director.

· Contractual Technical Support: Assist the Project Director in technical negotiations with contractors and vendors. Provide technical input for claims, variations, and EOT (Extension of Time) assessments related to engineering or design issues .

· Procurement Support: Provide technical oversight on the procurement of critical equipment (PV modules, inverters, transformers, switchgear, SCADA/EMS systems) to ensure vendor compliance with technical specifications .

Commissioning & Handover

· Grid Compliance: Lead the testing and commissioning process, ensuring the hybrid facility meets all grid code requirements, including voltage ride-through, frequency response, and reactive power capabilities required by the utility.

· COD Delivery: Drive the project to successful Commercial Operation, ensuring all punch-list items are cleared and the asset is successfully handed over to the Operations & Maintenance (O&M) and Asset Management teams.

ISO Integrated Management System (IMS) Compliance

ISO 9001 – Quality Management

· Ensure all project activities, documentation, and deliverables comply with quality procedures.

· Maintain accurate project records, drawings, and reports for audits and continuous improvement initiatives.

ISO 14001 – Environmental Management

· Incorporate environmentally responsible practices into project execution.

· Minimize environmental impacts during project activities and support sustainability goals.

ISO 45001 – Occupational Health & Safety

· Comply with HSE standards and ensure site safety for all project activities.

· Report hazards, incidents, and unsafe conditions promptly.

· Promote a safety-first culture among project teams, contractors, and stakeholders.
