Job Role:- Technical Delivery Manager

Job Location:- Singapore

Experience:- 8-12 Years

Lead end-to-end technology delivery for complex enterprise applications and large-scale technology programmes, providing technical leadership, delivery governance, risk management, and stakeholder management in a bilingual environment.

• Manage end-to-end delivery including planning, execution, governance, risks, issues, dependencies, timelines, and stakeholder communication.
• Lead technology teams and coordinate with business stakeholders, vendors, and senior management.
• Provide technical leadership, ownership, and delivery oversight.
• Ensure compliance with banking regulations, security standards, compliance frameworks, audit controls, authentication, and fraud/risk management practices.
• Drive Agile/Scrum, technical quality, code reviews, and continuous improvement.
• Manage release and deployment governance and technical readiness.
• Support technical decisions across application architecture, integration, databases, and messaging.

Experience

• 8?12 years overall IT experience.
• Minimum 5 years in technical delivery/project management and end-to-end technology delivery.
• Banking, Financial Services, Digital Banking, or large-scale programme experience preferred.

Mandatory Technical Skills

• Java 8/11/17/21 and Core Java: multithreading/concurrency, JVM performance tuning, Collections, OOP, Design Patterns.
• Spring, Spring Boot, Spring MVC.
• Microservices, RESTful APIs, Event-Driven Architecture.
• Oracle and MySQL.
• Apache Kafka and RabbitMQ.
• Agile/Scrum, code reviews, technical leadership, and release/deployment governance.

Mandatory Domain & Soft Skills

• Strong end-to-end delivery, governance, risk and dependency management.
• Understanding of banking regulatory, security, compliance, audit, authentication, and fraud/risk requirements.
• Strong communication, stakeholder management, technical ownership, and problem-solving.

Preferred

• PMP, CSM, SAFe, or relevant Agile certifications.
• Splunk, Grafana, Geneos.
• Jira, Confluence, Bitbucket.
