Responsibilities

The Singapore International Foundation (SIF) is a non-profit organisation that connects communities worldwide and convenes global expertise to drive change for a better world. Established in 1991, we foster collaboration among communities to exchange ideas, skills, resources, and experiences to create positive social impact.

Powered by the strong commitment and dedication of our volunteers, our programmes drive collective action through public, private, and philanthropic partnerships to address global challenges.

The Strategic Operations Division is responsible for corporate planning, communications and engagement, financial governance, data and technology, human resources and office management. The Data & Technology team provides strategic and functional leadership for SIF’s technology, data and digital capabilities. Working across the organisation, the team shapes technology priorities, strengthens enterprise systems and data capabilities, enables digital transformation, and ensures secure, reliable and sustainable technology services.

We invite candidates who share our vision For A Better World to apply for the position.

Responsibilities:

  • Set the direction for and lead the development and delivery of SIF's Data & Technology strategy and multi-year roadmap, driving innovation and ensuring technology investments are aligned with organisational priorities, user needs, risk, resources and measurable outcomes
  • Own the product and platform direction for SIF's enterprise technology landscape, establishing priorities and roadmaps across enterprise applications, digital platforms, data capabilities, integrations and infrastructure.
  • Lead digital transformation initiatives from problem discovery and prioritisation through implementation, adoption and benefits realisation, including enterprise system enhancements, process redesign and automation.
  • Provide strategic oversight of enterprise technology and data architecture, ensuring systems, platforms, data and integrations are secure, scalable, interoperable and sustainable.
  • Drive the development of SIF's organisational data capabilities, including data architecture, integration, quality, governance, analytics and reporting, to support trusted and accessible information for decision-making.
  • Identify and responsibly apply AI, automation and emerging technologies to improve organisational productivity, service delivery and decision-making.
  • Oversee IT operations, infrastructure, cybersecurity, data protection and technology governance, including outsourced IT support, to ensure secure, reliable and resilient technology services.
  • Lead and develop the Data & Technology team, and manage technology budgets, resources, vendors and strategic partners to ensure effective delivery and resource utilisation.
  • Partner with departments and senior stakeholders to identify organisational challenges and opportunities, frame problems, challenge assumptions where appropriate, and determine suitable technology, process or operating-model solutions.
  • Establish measures for technology performance, adoption and organisational outcomes, and use these to drive continuous improvement.

Qualifications:

  • Bachelor’s degree in Information Technology, Computer Science, Information Systems, Data Science, Business Analytics or a related discipline; equivalent relevant professional experience may be considered.
  • At least 10 years of relevant professional experience across technology management, digital transformation, enterprise systems, data and/or digital product or platform management, including experience in a management role with responsibility for organisation-wide technology strategy and transformation.
  • Strong ability to develop and execute organisation-wide technology, data and digital strategies, translating priorities into clear roadmaps, investment choices and measurable outcomes.
  • Strong product, platform and programme/portfolio management capabilities, including problem discovery, prioritisation, investment trade-offs, delivery, adoption and benefits realisation.
  • Strong understanding of enterprise technology architecture, enterprise applications, cloud platforms, system integration and data flows, with the ability to make sound build, buy and integration decisions.
  • Strong understanding of data architecture, data governance, analytics and reporting, with the ability to develop trusted and accessible organisational data capabilities.
  • Strong understanding of IT infrastructure, cybersecurity, data protection, technology governance, risk management and operational resilience, together with a good understanding of process automation, AI and emerging technologies.
  • Strong stakeholder management and communication skills, with the ability to frame business problems, influence senior stakeholders and translate organisational needs into appropriate technology and process solutions.
  • Strategic and systems thinker with strong people-leadership and vendor-management capabilities; pragmatic, adaptable and resourceful, with a willingness to work hands-on when required. Experience in the non-profit, public sector or international development space would be an advantage.
