Job Description

Requirements

  • Bachelor’s Degree in Human Resource Management, Industrial Relations, Business Administration, Law, or related discipline.

  • Master’s Degree or professional certification in Industrial Relations, Human Resources, or Employment Law is an added advantage.

  • Sound knowledge of Malaysian labor laws, including Employment Act, Industrial Relations Act, Trade Unions Act, and related statutory requirements

  • Minimum 10–15 years of progressive experience in Industrial Relations and Employee Relations within a manufacturing environment.

  • Strong hands-on experience in managing unionized environments, collective agreement negotiations, disciplinary management, and dispute resolution.

  • Proven experience in handling domestic inquiries, labor office cases, industrial relations disputes, and engagement with external authorities.

  • Experience leading IR strategies across multiple manufacturing plants or operations is preferred.

  • Prior people management and stakeholder management experience at senior management level is required.

  • Fluent in English and Bahasa Malaysia, both written and spoken.

  • Ability to communicate effectively with employees, union representatives, management, and external authorities.

Responsibilities

  • Lead and Drive Industrial Relations Strategy & Governance

  • Develop, implement, and continuously improve industrial relations policies, frameworks, and practices aligned with business objectives and statutory requirements.

  • Manage Union Relations & Collective Bargaining

  • Lead and manage union engagement activities, collective agreement (CA) negotiations, consultations, and dispute resolution processes with union representatives.

  • Oversee Employee Relations & Disciplinary Management

  • Manage grievance handling, disciplinary matters, domestic inquiries, workplace investigations, and conflict resolution in accordance with company policies and labor laws.

  • Drive Supervisory Governance & Capability Building

  • Guide and support plant management, HR teams, and supervisors in handling employee conduct, discipline, and workplace issues consistently and effectively.

  • Ensure Legal & Statutory Compliance

  • Monitor and ensure compliance with Employment Act, Industrial Relations Act, Collective Agreements, company policies, and other relevant labor regulations.

  • Partner with Operations & HR Stakeholders

  • Collaborate with Operations, HR Business Partners, Legal, and senior management on workforce-related matters, organizational changes, and employee engagement initiatives.

  • Manage Industrial Relations Risk & Workforce Climate

  • Monitor workforce sentiment, union developments, and potential industrial relations risks across manufacturing plants. Recommend proactive interventions where necessary.

  • Represent the Organization in External IR Matters

  • Liaise with government authorities, labor offices, industrial relations departments, legal representatives, and external stakeholders on industrial relations matters when required.

  • Drive Continuous Improvement Initiatives

  • Review and enhance IR processes, disciplinary procedures, communication channels, and governance practices to improve operational efficiency and employee relations effectiveness.

  • Prepare IR Reports & Management Updates

  • Analyze IR trends, disciplinary statistics, union matters, and workforce issues, and provide regular reports and recommendations to management. decision-making.

  • Travel Requirements: Occasional domestic travel to manufacturing plants and operational sites for employee relations matters, union discussions, investigations, and stakeholder engagement.

  • Working Conditions: Office-based role and occasional travel to plants.

  • Perform any other related duties or responsibilities as may be assigned from time to time to meet business requirements.
