We are looking for a Social Worker who is passionate about supporting individuals and families in building stable and sustainable lives within the community.

Asa Social Worker supporting the JSS-OR, you will play an important role in facilitating positive living arrangements among Authorised Occupiers, managing interpersonal issues, and connecting residents with relevant social service agencies and community partners. The role requires someone who is adaptable, resourceful and collaborative, with the ability to work independently while building strong relationships with residents and stakeholders.

While the role does not involve direct casework intervention, you will work closely with assisting agencies and community partners to ensure that Authorised Occupiers receive the appropriate support to strengthen their stability and self-reliance.

Key Responsibilities

1. Resident Matching and Placement

• Conduct matching of new and existing Authorised Occupiers using appropriate assessment and matching approaches to facilitate suitable co-living arrangements within the same JSS-OR Flat.
• Consider relevant factors, needs and circumstances when facilitating the allocation of Authorised Occupiers to promote harmonious living arrangements.
• Monitor emerging concerns and provide appropriate support or referrals where necessary.

2. Mediation and Conflict Resolution

• Mediate disputes and interpersonal conflicts between Authorised Occupiers and facilitate constructive communication and resolution.
• Support Authorised Occupiers in developing appropriate ways to manage disagreements and maintain positive living relationships.
• Apply sound judgement and creative problem-solving approaches when addressing complex or sensitive situations.

3. Counselling and Resident Engagement

• Counsel and guide Authorised Occupiers who do not comply with the terms and conditions governing their residence in the JSS-OR Flats.
• Communicate expectations clearly and sensitively while encouraging residents to take responsibility for their actions and living arrangements.
• Build rapport and maintain positive working relationships with residents from diverse backgrounds.

4. Referral and Stakeholder Collaboration

• Identify Authorised Occupiers who may require additional assistance and facilitate referrals to relevant agencies and community partners, including but not limited to: (a) Ministry of Social and Family Development’s Social Service Offices (SSOs); (b) Community Development Councils (CDCs); (c) Family Service Centres (FSCs); (d) Workforce Singapore (WSG); (e) Community partners within the SG Cares Community Network
• Work closely with assisting agencies and partners to facilitate coordinated support for Authorised Occupiers.
• Follow up appropriately with relevant agencies and partners to ensure that residents are connected to the support they require.
• Build and maintain strong networks with community and social service partners to enhance support for residents.

5. Resident Stability and Self-Reliance

• Encourage and empower Authorised Occupiers to take active steps towards achieving greater stability and self-reliance.
• Identify opportunities to connect residents with appropriate social, employment, financial and community resources.
• Promote residents’ ability to independently access and utilise available community resources.

6. Other Responsibilities

• Maintain appropriate documentation and records relating to resident engagement, mediation, referrals and other relevant matters.
• Contribute ideas and initiatives to improve the effectiveness of resident engagement and support processes.
• Support the coordination and implementation of group activities and programmes at the Site.
• Undertake other duties and projects as assigned.

Requirements

• Degree in Social Work from a recognised university.
• Preferably 1–2 years of relevant experience in social work, community work, counselling, mediation or related fields.
• Fresh graduates are welcome to apply.
• Good interpersonal, counselling and communication skills, with the ability to engage people from diverse backgrounds.
• A strong team player who works collaboratively with colleagues and stakeholders.
• Strong collaboration skills and the ability to work effectively with government agencies, social service organisations and community partners.
• Able to work independently, exercise sound judgement and manage situations with sensitivity and professionalism.
• Comfortable working in a dynamic environment and able to adapt to changing needs and circumstances.
