Job Summary

Reporting to the Director, Finance, the Assistant Manager/Manager, Procurement & Compliance, is responsible for leading the organisation's procurement function, ensuring effective procurement governance and compliance, overseeing strategic sourcing and tender exercises, administering supplier contracts, and driving procurement best practices across the organisation. The role partners closely with internal stakeholders to ensure procurement activities are conducted in a transparent, efficient and compliant manner while supporting organisational objectives, audit requirements and grant funding compliance.

Job Description

Procurement Operations

Lead and oversee end-to-end procurement activities from sourcing and quotation through purchase order issuance, contract administration, goods and services receipt, and procurement close-out

Review and approve procurement requests to ensure compliance with procurement policies, approval authorities and budget requirements

Oversee the processing of Purchase Requisitions (PRs), Purchase Quotations (PQs), Purchase Orders (POs) and Goods Received Notes (GRNs), ensuring adherence to procurement policies and internal controls

Ensure procurement records and documentation are complete, accurate and properly maintained

Tender & Strategic Sourcing

Lead and oversee RFQ, ITQ, RFP and Open Tender exercises from procurement planning through contract award

Develop sourcing strategies and procurement approaches that achieve value for money while ensuring fairness, transparency and compliance

Review and approve procurement specifications, tender documentation and evaluation criteria in consultation with business units

Manage tender publication, briefings, site visits, clarifications, evaluations and contract award processes

Coordinate Tender Evaluation Committee (TEC) meetings and provide procurement advice throughout the evaluation process

Lead commercial negotiations with suppliers to achieve the most advantageous commercial outcome while maintaining procurement integrity

Prepare procurement recommendation papers, approval memoranda and submissions to Management, EXCO and other approving authorities

Contract & Vendor Management

Lead the administration of supplier contracts throughout the contract lifecycle, including contract award, execution, performance monitoring, variation orders, renewals, extensions and contract close-out

Develop and maintain strategic supplier relationships to improve service delivery and operational performance

Maintain the supplier database and contract register

Monitor supplier performance and resolve contractual or operational issues where required

Ensure timely renewal, extension or re-tendering of contracts to maintain service continuity

Procurement Governance & Compliance

Lead the implementation and enforcement of procurement policies, approval authorities and governance requirements across the organisation

Ensure procurement activities comply with organisational policies, grant funding requirements and applicable regulatory requirements

Develop, review and continuously improve procurement policies, procedures, templates and standard operating procedures

Drive continuous improvement initiatives to strengthen procurement governance, compliance and operational efficiency

Stakeholder Support

Partner with departments to provide procurement advice throughout the procurement lifecycle

Conduct procurement training and awareness programmes across the organisation

Promote procurement best practices and foster a culture of compliance

Work closely with Finance and business units to improve procurement efficiency and payment processes

Leadership

Lead, coach and develop procurement team members to achieve departmental objectives

Support succession planning and capability development within the Procurement function

Other Duties

Must be willing to work on match days, including weekends, in line with SPL, WPL, and National Team calendar

Undertake any other duties assigned by the Reporting Officer or General Secretary

Job Requirements

Degree in Procurement, Supply Chain Management, Business Administration, Finance or a related discipline.

At least 8 years of relevant procurement experience, including tender and contract management.

Demonstrated experience leading procurement governance and compliance initiatives.

Public sector, grant-funded or sports industry procurement experience will be an advantage
