Job Summary

Looking for an experienced Contracts Manager to manage the contractual and commercial aspects of the company's precast concrete supply business.

The role will be responsible for managing contracts and commercial matters relating to the supply of precast components for various construction and infrastructure projects. This includes reviewing tender and contract requirements, managing client orders, variations, claims, payment matters, final accounts, and coordinating closely with clients, consultants, subcontractors, and internal teams to ensure contractual and commercial requirements are properly managed.

The successful candidate should have strong hands-on experience in contract administration and commercial management, preferably with experience in the precast concrete, construction materials, or manufacturing industry. Experience dealing with projects in Singapore will be an advantage.

The position will be based at the company's Malaysia office, with occasional travel to Singapore required for client meetings, project discussions, negotiations, and other business matters. Approved travel expenses incurred for business trips to Singapore will be reimbursed by the company.

Key Responsibilities

• Review and evaluate tender documents, drawings, specifications, purchase orders, and contract conditions relating to the supply of precast components.
• Review client requirements and ensure commercial and contractual obligations are clearly understood and properly administered.
• Prepare cost estimates, quotations, tender submissions, and commercial evaluations.
• Manage contracts and commercial matters throughout the precast supply cycle, from order confirmation through to delivery and completion.
• Manage and evaluate Variation Orders (VO) arising from changes in quantities, drawings, specifications, designs, or client requirements.
• Prepare and manage Extension of Time (EOT) submissions where applicable, particularly in relation to changes or delays affecting precast production and delivery.
• Prepare, assess, negotiate, and manage contractual and commercial claims.
• Prepare and monitor progress claims and payment applications and follow up on outstanding payments.
• Review and administer subcontractor and supplier claims and payments where applicable.
• Manage and monitor final accounts and contract close-out.
• Monitor contract values, project costs, budgets, cash flow, variations, and overall commercial performance.
• Identify contractual, commercial, and financial risks and recommend appropriate mitigation measures.
• Liaise with clients, consultants, contractors, subcontractors, suppliers, and internal Production, QS, Engineering, Planning, and Logistics teams.
• Coordinate with internal teams to ensure contractual requirements, quantities, specifications, production schedules, and delivery commitments are properly aligned.
• Review and clarify commercial implications arising from drawing revisions, changes in quantities, additional requirements, remakes, and delivery arrangements.
• Provide contractual and commercial advice to management and internal teams.
• Maintain proper documentation and records relating to contracts, quotations, orders, claims, variations, EOT, payments, and final accounts.
• Support the resolution of contractual and commercial issues with clients and other project stakeholders.
• Manage multiple client contracts and ensure key commercial and contractual milestones are achieved.
• Travel to Singapore when required for client meetings, commercial discussions, negotiations, and other business matters.

Requirements

• Degree in Quantity Surveying, Construction Management, Civil Engineering, Law, or a related discipline.
• Minimum 5–8 years of relevant Contracts Management or Quantity Surveying experience within the construction, precast, manufacturing, or related industry.
• Age: Below 45 years old.
• Strong hands-on experience in contract administration, Variation Orders (VO), Extension of Time (EOT), contractual claims, cost control, and final accounts.
• Experience managing commercial and contractual matters relating to the supply of construction materials or precast components will be an advantage.
• Strong understanding of construction contracts, commercial management, and contract administration.
• Experience dealing with clients, consultants, contractors, subcontractors, suppliers, and internal project teams.
• Good understanding of construction drawings, specifications, quantities, and project requirements.
• Experience with precast concrete manufacturing or supply will be highly advantageous.
• Familiarity with Singapore construction contracts and project requirements will be an advantage.
• Strong negotiation, analytical, commercial, and problem-solving skills.
• Excellent communication, coordination, and documentation skills.
• Able to work independently with minimal supervision and manage multiple contracts effectively.
• Willing and able to travel to Singapore when required.

Work Location: Malaysia office
Travel: Occasional travel to Singapore as required
Travel Expenses: Approved business travel expenses to Singapore will be reimbursed by the company.
