Role Summary

We are seeking an AI Deployed Engineer (Copilot) to lead the adoption and enablement of Microsoft 365 Copilot and Microsoft's low-code AI agent platforms across government client agencies. In this client-facing role you will design and deliver Copilot training and adoption programmes at scale, build practical AI agents using Agent Builder and Copilot Studio, and drive the change management that turns capability into everyday productivity for MHA officers. You will be a trusted advisor to senior stakeholders — combining facilitation, curriculum design, adoption measurement and hands-on Copilot expertise to deliver measurable outcomes within a secure government environment.

Key Responsibilities

• Deliver Copilot training: Plan and facilitate Basic and Advanced Microsoft 365 Copilot training workshops for MHA officers, from end users to power users and administrators.
• Lead adoption and change management: Drive large-scale Copilot adoption across MHA agencies, including stakeholder mapping, training calendars, adoption campaigns, communications, feedback analysis and proof-of-execution reporting.
• Enable trainers: Design and run train-the-trainer programmes, facilitator guides and user scenarios to build sustainable internal facilitation capability.
• Deliver agent development training: Design and run Agent Builder and Copilot Studio training workshops, teaching participants to build, test and govern their own AI agents.
• Build AI agents: Design, develop and deploy AI agents using Microsoft Agent Builder and Copilot Studio, integrated with Microsoft 365 services and enterprise data.
• Create enablement materials: Develop workshop content, hands-on labs, reference guides, user guides and best-practice documentation to scale adoption.
• Uphold security and governance: Ensure all training, development and adoption activities comply with MHA security policies and government data-handling requirements.

Required Qualifications

• Mandatory: Must have prior, hands-on experience delivering Microsoft 365 Copilot training for the Ministry of Home Affairs (MHA). This is a compulsory requirement for the role.
• Proven, hands-on experience conducting Basic and Advanced Microsoft 365 Copilot training workshops at scale.
• Proven experience delivering Agent Builder and Copilot Studio training workshops.
• Demonstrated experience building AI agents using Microsoft Agent Builder and Copilot Studio.
• Proven track record leading large-scale Copilot adoption and change-management programmes across public-sector or enterprise organisations.
• Strong facilitation, curriculum-design and stakeholder-management skills, from C-suite to frontline users.
• Singapore Citizen who is eligible to obtain and maintain Singapore Government security clearance, and willing to undergo the required MHA vetting process.
• Willingness to work on-site at client premises, including secured MHA facilities, as required.

Required Certifications

The successful candidate holds the following Microsoft certifications:

• Microsoft 365 Certified: Fundamentals (MS-900).
• Microsoft Service Adoption Specialist.
• Microsoft Certified Educator (MCE) / Microsoft Innovative Educator Master Trainer.
• Microsoft AI for Educators (or equivalent Copilot enablement training).
• PROSCI Certified Change Practitioner (change management).

Preferred Qualifications

• Additional experience delivering engagements for other Singapore public-sector agencies (e.g., government agencies, MOE, SPF, CNB).
• Prior experience working within secured or classified government environments.
• Microsoft Certified: Azure AI Fundamentals (AI-900).
• Microsoft 365 Copilot and Agent Administration Fundamentals.
• Microsoft Certified: Power Platform Fundamentals (PL-900).
• Microsoft Certified: AI Agent Builder Associate.
• Microsoft Applied Skills: Build an Agent in Microsoft Copilot Studio.
• Familiarity with responsible-AI principles, data governance, and enterprise information-security practices.
