Full Time Senior Manager, Talent Acquisition Jobs, in Cyber Security Agency Of Singapore (CSA) - Ricebowl

We are seeking an experienced Talent Acquisition professional to drive hiring initiatives across a diverse range of corporate, specialised and technical roles. Working closely with hiring managers, the incumbent will lead sourcing strategies, build strong talent pipelines, and support recruitment outcomes. The role also oversees scholarship programmes and employer branding initiatives to strengthen the organisation's talent pipeline and position the organisation as an Employer of Choice.

Job Responsibilities

• Partner with hiring managers to develop effective sourcing strategies and attract talent across a broad range of corporate, specialised and technical roles.
• Drive talent sourcing and candidate engagement by leveraging LinkedIn Recruiter, professional networks and other sourcing channels to identify and engage passive candidates.
• Manage recruitment activities including candidate sourcing, screening, interview coordination, offer discussions and stakeholder communications to ensure a positive candidate experience.
• Build and maintain talent pipelines for critical and hard-to-fill positions through ongoing engagement with potential candidates.
• Provide market insights on talent availability, hiring trends and competitor practices to support recruitment planning and hiring decisions.
• Oversee the scholarship programme by providing strategic direction and guidance on recruitment, campus engagement, and programme execution including scholarship award ceremony.
• Drive employer branding initiatives by developing and managing content across the social media platforms to strengthen the employer value proposition, enhance brand visibility, and attract talent. Oversee scholarship marketing campaigns to support talent attraction efforts.
• Support the adoption of AI and automation tools to enhance sourcing capabilities, improve recruitment processes and drive operational efficiency.
• Monitor recruitment metrics and sourcing effectiveness, identify opportunities for process improvement, and contribute to initiatives that enhance overall talent acquisition outcomes.
• Undertake any other duties and responsibilities as assigned.

• 
  Degree in Human Resource Management, Business or a related discipline.
• Minimum 5 years of relevant experience in talent acquisition, with exposure to recruiting across a broad range of corporate, specialised and technical roles.
• Proven experience in proactive talent sourcing using LinkedIn Recruiter and other sourcing platforms, with a proven ability to engage passive candidates.
• Experience working with multiple stakeholders and providing recruitment advisory support to hiring managers.
• Experience in overseeing scholarship programmes and/or driving employer branding initiatives would be an advantage.
• Familiarity with applicant tracking systems, HR technologies and AI-enabled recruitment tools will be an advantage.
• Strong stakeholder management, communication and project management skills, with the ability to manage multiple priorities in a fast-paced environment.
