About the Job

  • Location: Kuala Lumpur, Malaysia
  • Employment Type: 12-Month Contract
  • Working Schedule: Monday to Friday, 9:00 AM - 6:00 PM (Hybrid)
  • Compensation:
  • Up to RM9,500 for candidates with 5-10 years of relevant experience
  • Up to RM12,500 for candidates with 10+ years of relevant experience
  • Experience Required: Minimum 5 years in programme management, procurement operations, contingent workforce, travel programme management, or related functions.


Job Responsibilities

  • Manage the day-to-day operations of global procurement programmes across the Asia region, ensuring an excellent user experience through effective programme management and oversight of Managed Service Providers (MSPs).
  • Act as the regional Subject Matter Expert (SME) and collaborate with MSPs to expand and enhance programme adoption across new countries and business units.
  • Identify operational improvement opportunities through strategic performance reviews and drive innovative initiatives that enhance programme effectiveness.
  • Support the execution of business and functional strategies by educating, advising, and influencing stakeholders on programme-related matters.
  • Provide proactive support to end users, ensuring timely resolution of programme-related queries involving processes, systems, policies, and strategies.
  • Develop and deliver training programmes, awareness sessions, and communications to support both existing operations and new initiatives.
  • Build and maintain strong relationships with internal stakeholders, supporting cross-functional teams in resolving complex business challenges.
  • Monitor programme performance and ensure effective service delivery by working closely with business stakeholders and service providers.
  • Participate in 24/7 incident management coverage when required, supporting emergency response activities and business continuity efforts.
  • Foster a culture of collaboration, operational excellence, and continuous improvement across procurement teams and business users.
  • Partner with procurement teams, suppliers, and business stakeholders to promote a "one team" approach and drive organizational objectives.
  • Support procurement modernization and transformation initiatives by leveraging digital solutions to improve efficiency, effectiveness, and value creation.
  • Drive programme adoption through effective communication, stakeholder engagement, change management, and storytelling techniques.
  • Ensure compliance with applicable policies, procedures, governance standards, and Code of Conduct requirements.


Job Requirements

Education & Experience

  • Bachelor's Degree in Procurement, Business, or a related discipline, or equivalent professional experience.
  • Minimum 5 years of experience in global contingent workforce programme management, travel programme management, or related programme management functions.
  • Experience working within multinational and cross-cultural environments.
  • Proven track record in stakeholder management, supplier management, and programme delivery.
  • Experience managing crisis or emergency situations, including traveller support, incident response, evacuation coordination, and business recovery activities.


Technical & Functional Competencies

  • Strong understanding of programme management methodologies, processes, and best practices.
  • Experience designing and implementing user-centric processes and service improvements.
  • Knowledge of communication strategies, training development, and change management initiatives.
  • Ability to interpret business priorities and translate requirements into strategic programme plans.
  • Strong analytical and problem-solving skills with the ability to identify innovative solutions while managing risk.
  • Familiarity with contingent labour Vendor Management Systems (VMS) such as Fieldglass, Beeline, or similar platforms is an advantage.
