We are seeking an experienced Senior HR Executive to lead the full spectrum of HR administration and business processes for the company. The role owns payroll compliance, policy development, and recruitment — and is expected to operate with a high degree of independence, advising management on HR matters and driving process improvements across a lean, internationally active team.
Key Responsibilities
HR Administration
- Own the end-to-end employee lifecycle: onboarding, contract preparation, confirmation, transfer, and offboarding
- Maintain accurate employee records in the HRIS and serve as the custodian of all HR data
- Draft and review employment contracts and other HR correspondence
- Oversee leave, medical certificate, and attendance administration; resolve discrepancies with department heads
- Manage staff insurance programmes (Group Medical, Group Term Life, Work Injury Compensation) including broker liaison, renewals, and claims
- Lead the annual performance appraisal cycle: framework, scheduling, documentation, and calibration support
Payroll & Benefits
- Process monthly payroll end-to-end with full accountability for accuracy and timeliness, including variable components
- Administer CPF contributions, IR8A and AIS submissions, and all statutory tax filings in compliance with IRAS requirements
- Manage NS makeup pay claims, government-reimbursed parental leave, and related MOM submissions
- Lead annual salary benchmarking and compensation review, and advise management on market positioning
- Review employee expense claims and coordinate timely reimbursement with Finance
HR Business Process &Compliance
- Own and maintain the Employee Handbook, HRSOPs, and all people policies; proactively update for legislative changes
- Monitor and ensure compliance with MOM, CPF Board, IRAS, and other regulatory bodies; brief management on implications
- Serve as the primary HR point of contact for internal and external audits
- Identify and implement process improvements and automation opportunities across HR workflows
- Produce HR management reports covering headcount, attrition, leave utilisation, and cost metrics
- Lead HR initiatives including training and development programmes, employee engagement, and welfare benefits
Recruitment & Talent
- Lead end-to-end recruitment: job design, sourcing, screening, interviewing, offer management, and onboarding handover
- Partner with department heads on workforce planning and job design
- Build talent pipelines and maintain recruitment metrics to support headcount planning
Requirements
Qualifications
- Bachelor's degree in Human Resource Management, Business Administration, or a related discipline
- IHRP-CP certification or equivalent is strongly preferred
Experience
- Minimum 5–7 years of progressive HR generalist experience in Singapore
- Proven track record in payroll management, CPF compliance, and MOM work pass administration
- Prior exposure to the maritime, offshore sector is an advantage
- Experience advising senior management on employment matters, compensation reviews, or HR strategy
Skills & Competencies
- Deep working knowledge of Singapore employment law, CPF regulations, MOM work pass frameworks, and IRAS compliance
- Proficiency in HRIS and payroll platforms (e.g., Talenox or equivalent)
- Ability to work independently with minimal supervision and exercise sound judgement on sensitive HR matters
- Highly organised, with strong attention to detail and the ability to manage competing priorities under time pressure
- Discretion and professionalism in handling confidential information
- Strong written and verbal communication skills; able to engage credibly with senior stakeholders
- Continuous improvement mindset with the initiative to drive change in a lean environment
