Job Summary
The Procurement Manager is responsible for managing and developing the procurement function for PCB manufacturing operations, ensuring the timely and cost-effective supply of raw materials, chemicals, components, equipment, and services. The role will lead strategic sourcing, supplier development, cost reduction, supplier performance, and procurement planning to support production continuity and business growth.
Key Responsibilities
- Develop and implement procurement and sourcing strategies for PCB manufacturing requirements.
- Lead procurement activities for PCB raw materials, chemicals, copper materials, production consumables, equipment, spare parts, and services.
- Source and evaluate suppliers locally and internationally, particularly suppliers specializing in PCB materials and manufacturing chemicals.
- Negotiate pricing, payment terms, MOQ, lead time, quality requirements, and supply agreements.
- Develop and maintain a reliable supplier base to ensure continuous production and supply security.
- Monitor supplier performance in terms of Quality, Cost, Delivery (QCD).
- Conduct supplier qualification, evaluation, development, and periodic performance reviews.
- Work closely with Engineering, Production, Planning, Quality, Warehouse, Finance, and R&D/NPI teams to understand material and equipment requirements.
- Coordinate procurement planning based on production forecasts, MRP requirements, inventory levels, and customer demand.
- Monitor material availability and proactively manage potential shortages, delays, and supply chain risks.
- Lead cost reduction and value improvement projects, including alternative sourcing, supplier consolidation, price benchmarking, and material substitution.
- Monitor market trends and fluctuations in copper, chemicals, laminate, and other PCB-related raw material costs.
- Establish alternative suppliers and dual-source critical materials to minimize supply-chain disruption.
- Support new PCB product introduction (NPI) by sourcing new materials, suppliers, equipment, and production-related requirements.
- Collaborate with Quality and Engineering teams to ensure suppliers meet PCB material specifications and quality standards.
- Manage supplier contracts, purchase agreements, and commercial negotiations.
- Ensure procurement activities comply with company policies, approval procedures, and applicable regulatory requirements.
- Monitor procurement budgets, purchasing expenditure, and Purchase Price Variance (PPV).
- Prepare procurement reports covering cost savings, supplier performance, material availability, purchasing trends, and risks.
- Lead and develop the procurement team to achieve departmental KPIs.
- Continuously improve procurement processes, systems, and supplier management practices.
Preferred Requirements
- Bachelor’s Degree in Supply Chain Management, Procurement, Business Administration, Engineering, or related field.
- 5–8 years of procurement/sourcing experience, with experience in PCB manufacturing preferred.
- Strong knowledge of PCB raw materials, chemicals, production consumables, and manufacturing equipment.
- Experience in sourcing and managing local and overseas suppliers, particularly China/Taiwan suppliers.
- Strong negotiation, cost analysis, supplier development, and contract management skills.
- Experience with ERP/MRP systems, preferably SAP.
- Strong understanding of MRP, inventory planning, MOQ, lead time, safety stock, and supplier capacity.
- Good command of English and Mandarin is highly preferred.
- Strong leadership, analytical, communication, and problem-solving skills.
