The Strata Building Supervisor is responsible for supervising the daily operation, maintenance, cleanliness, safety and general condition of the strata development. The employee acts as the on-site coordinator between the management office, residents, contractors, security personnel, cleaners and maintenance workers.
The Building Supervisor shall ensure that defects, complaints and operational issues are properly recorded, attended to and reported to the Building Manager or Property Manager.
Key Responsibilities1. Daily Building Operations
- Conduct daily inspections of common property and facilities.
- Ensure the building, common areas and facilities are maintained in a clean, safe and serviceable condition.
- Check entrance lobbies, corridors, staircases, lifts, car parks, toilets, refuse areas, recreational facilities and external grounds.
- Identify defects, safety hazards, water leakage, damaged fittings and maintenance requirements.
- Record inspection findings and follow up until rectification is completed.
- Immediately report serious defects, accidents or operational disruptions.
2. Maintenance and Building Services
- Monitor the condition and operation of:
- Lifts and escalators;
- Water pumps, tanks and plumbing systems;
- Electrical switchboards and common-area lighting;
- Fire-protection equipment and systems;
- Sewerage and drainage systems;
- Air-conditioning and mechanical ventilation systems;
- Automatic gates, barriers and access-control systems;
- CCTV and intercommunication systems;
- Swimming pools, gymnasiums and other common facilities.
- Coordinate preventive and corrective maintenance works.
- Attend contractor inspections and servicing visits.
- Confirm that contractors complete their work satisfactorily.
- Maintain service reports, maintenance records and defect photographs.
- Escalate technical issues beyond the supervisor’s competence to the Building Manager or qualified contractor.
- Do not personally carry out specialised electrical, mechanical or safety-related work without the necessary competency or authorisation.
3. Contractor and Staff Supervision
- Supervise cleaners, security guards, technicians, gardeners and other service personnel.
- Monitor attendance, punctuality, staffing levels, uniforms and work performance.
- Brief workers on daily assignments and priority areas.
- Ensure contractors follow building rules, approved work procedures and safety requirements.
- Verify completed work before acknowledging job sheets or service reports.
- Report poor performance, misconduct or repeated service failures to management.
- Assist in evaluating contractor performance.
4. Resident and Customer Service
- Receive residents, parcel owners, tenants and visitors professionally.
- Record complaints and service requests in the complaint or helpdesk system.
- Investigate complaints and take appropriate follow-up action.
- Keep complainants informed of the progress and outcome.
- Handle difficult situations calmly and avoid unnecessary confrontation.
- Refer sensitive, legal, financial or policy matters to the Building Manager.
- Protect residents’ personal information and maintain confidentiality.
5. Renovation and Moving Control
- Check that renovation contractors have obtained the required management approval.
- Monitor contractor registration, work permits, deposits and approved working hours.
- Inspect common areas before and after renovation or moving activities.
- Ensure lifts, floors and walls are properly protected.
- Monitor the removal of renovation debris.
- Report unauthorised renovation work, obstruction or damage to common property.
- Document damage and assist management in recovering rectification costs where applicable.
6. Security and Safety
- Work closely with the security team to maintain building safety.
- Monitor access control, visitor procedures, parking and traffic movement.
- Report suspicious activities, vandalism, illegal parking and security breaches.
- Keep fire exits, escape routes and firefighting access areas unobstructed.
- Participate in emergency drills and safety inspections.
- Maintain updated emergency contact information.
- Assist in responding to lift entrapments, flooding, power failures, fires, accidents and other emergencies.
- Contact emergency services and management when required.
7. House Rules and By-Law Compliance
- Monitor compliance with the development’s house rules and applicable strata by-laws.
- Issue verbal reminders or written notices only when authorised by management.
- Record incidents such as obstruction, nuisance, misuse of facilities, illegal parking or damage to common property.
- Avoid making unauthorised legal, financial or enforcement decisions.
- Refer serious or repeated breaches to the Building Manager, JMB or MC.
8. Administrative Duties and Reporting
- Maintain accurate records of:
- Daily inspections;
- Complaints and service requests;
- Contractor attendance;
- Maintenance activities;
- Defects and rectification;
- Incidents and emergencies;
- Utility meter readings;
- Renovation and moving activities;
- Inventory and stock usage.
- Prepare daily, weekly and monthly operational reports.
- Take clear photographs before, during and after rectification works.
- Assist in obtaining quotations and preparing simple work comparisons.
- Attend management or committee meetings when required.
- Follow up on decisions and instructions issued by management or the committee.
- Assist with notices, circulars and resident communications.
9. Utility and Cost Monitoring
- Record common-property water and electricity meter readings.
- Monitor unusual consumption and report suspected leakage or wastage.
- Control the usage of maintenance materials and consumable supplies.
- Check stock levels and submit replenishment requests.
- Help management identify practical cost-saving measures without compromising safety or service quality.
- Do not approve purchases, payments or contracts unless formally authorised.
10. Emergency Response
The Building Supervisor shall respond promptly to emergencies, including:
- Fire or smoke incidents;
- Flooding and burst pipes;
- Electrical failures;
- Lift breakdowns or entrapment;
- Security incidents;
- Accidents involving residents or visitors;
- Damage affecting public safety.
The supervisor must secure the affected area, contact the appropriate emergency service or contractor, notify management and prepare an incident report.
Authority Limitations
The Building Supervisor shall not:
- Sign contracts on behalf of the JMB, MC or management company without authority;
- Approve payments or expenditure beyond the approved limit;
- Provide legal advice to residents;
- Carry out specialised work without the required licence or competency;
- Disclose confidential information;
- Promise compensation, waive charges or make policy decisions without approval.
Minimum Qualifications
- SPM, certificate or diploma in property management, building services, facilities management, engineering or a related field.
- Preferably at least two years of experience in strata, property, facilities or building operations.
- Basic understanding of mechanical, electrical, plumbing and building-maintenance systems.
- Basic knowledge of applicable Malaysian strata requirements, house rules and building safety procedures.
- Able to prepare reports and use Microsoft Word, Excel, email and messaging applications.
- Able to communicate in Bahasa Malaysia and English; additional languages are an advantage.
- Willing to work on shifts, weekends, public holidays or attend emergencies when required.

Working Conditions
- Based primarily at the assigned strata development.
- Required to walk through common areas, plant rooms, car parks and external grounds.
- May be required to work outside normal office hours.
- Must remain contactable during assigned standby or emergency periods.
- Must wear the prescribed uniform and identification while on duty.
General Clause
The employee shall perform other reasonable duties related to building operations and strata management as instructed by the Building Manager, Property Manager, JMB or MC. All duties must be performed in accordance with applicable Malaysian laws, regulations, by-laws, safety requirements and company procedures.
