MSR Green Energy Hiring! Full Time Civil QA - QC Engineer in Kelantan - Ricebowl

MSR Green Energy, a leading player in Malaysia’s RE sector, is seeking experienced Civil QA / QC Engineers to be based at our 200 MWa.c. LSS5+ solar project in Bachok, Kelantan.

This is an 18-month contract position.

The successful candidate will have a minimum of five (5) years of relevant QA / QC experience, preferably in LSS, RE, infrastructure, power, or major construction projects, with strong exposure to civil and structural works.

The Civil QA / QC Engineer will be responsible for ensuring that all civil construction activities are carried out in accordance with approved drawings, technical specifications, Inspection and Test Plans (“ITPs”), method statements, applicable standards, and project quality requirements.

This is a site-based role requiring strong technical knowledge, attention to detail, documentation discipline, coordination skills, and the ability to identify and resolve quality issues in a fast-paced project environment.

Key Responsibilities:

• Monitor and inspect civil and structural construction activities at the LSS5+ project site in Bachok, Kelantan to ensure compliance with approved drawings, technical specifications, method statements, ITPs, and applicable standards

• Conduct inspections and quality checks for civil works including earthworks, piling, foundations, drainage, roads, fencing, cable trenches, buildings, structures, and other associated infrastructure

• Review and verify Inspection Requests (“IRs”), RFIs, checklists, test reports, material approvals, and other quality documentation

• Witness inspections and testing of materials and completed works in accordance with approved ITPs and project requirements

• Coordinate closely with the Project Manager, Construction Manager, civil engineers, Site Supervisors, QA / QC personnel, consultants, contractors, and subcontractors on quality-related matters

• Ensure contractors and subcontractors comply with approved QA / QC procedures and project quality requirements

• Review civil construction drawings, specifications, method statements, material submissions, and related technical documents from a quality perspective

• Identify defective, incomplete, or non-compliant works and initiate the appropriate corrective actions

• Raise, monitor, and follow up on NCRs, Site Observation Reports, punch-list items, and other quality-related issues until satisfactory closure

• Monitor corrective and preventive actions implemented by contractors and subcontractors and verify their effectiveness

• Conduct inspections of incoming civil construction materials to ensure compliance with approved material submissions, specifications, and relevant standards

• Verify material test certificates, laboratory test reports, concrete cube test results, compaction test results, and other applicable civil quality records

• Monitor concrete works including reinforcement, formwork, embedded items, concrete placement, curing, and testing requirements

• Monitor earthworks and roadworks including excavation, filling, compaction, formation levels, sub-base, base course, and associated testing

• Maintain accurate and complete QA / QC records, inspection reports, test reports, NCR registers, material records, and quality documentation

• Assist in compiling and maintaining quality dossiers, handover documentation, as-built records, and project close-out documentation

• Participate in quality audits, inspections, coordination meetings, and site walkdowns with the Client, Consultant, contractors, and other stakeholders

• Support testing, commissioning, punch-list rectification, and project handover activities where required

• Highlight recurring quality issues, potential risks, and areas requiring improvement to the project management team

• Ensure civil works are completed to the required quality standard before acceptance and subsequent construction activities proceed

• Carry out any other QA / QC and project-related duties assigned by the Project Manager, Construction Manager, or QA / QC Manager

About You:

To be successful in this role, you will possess:

• A Bachelor's Degree in Civil Engineering, Structural Engineering, Construction Engineering, or another relevant technical discipline

• A minimum of five (5) years of relevant experience in Civil QA / QC, preferably involving LSS, RE, infrastructure, power, or major construction projects

• Strong knowledge of civil and structural construction practices, inspection requirements, and quality control procedures

• Good understanding of construction drawings, technical specifications, method statements, ITPs, and applicable codes and standards

• Experience in inspecting civil works including earthworks, piling, foundations, reinforced concrete works, roads, drainage, cable trenches, buildings, and associated infrastructure

• Familiarity with civil material testing including concrete cube tests, soil compaction tests, field density tests, and other relevant laboratory and site testing

• Experience in handling NCRs, corrective actions, inspection requests, quality documentation, and project close-out records

• Strong attention to detail with the ability to identify defective, incomplete, and non-compliant works

• Strong communication, coordination, analytical, and problem-solving skills

• Ability to work independently and perform effectively in a demanding site environment

• Proficiency in Microsoft Office applications and familiarity with QA / QC documentation and reporting

• Willingness and ability to be based full-time at the project site in Bachok, Kelantan for the duration of the assignment

• Valid CIDB Yellow Book / Construction Personnel Registration or other applicable site competency certification
