Job Overview
We are seeking a proactive and detail-oriented Licensing Manager / Project Manager to oversee cross-border licensing initiatives, corporate restructuring projects, and advisory engagements across Singapore, Hong Kong, and Malaysia.
In this hybrid regulatory and project execution role, you will lead end-to-end applications for financial, payment, capital markets, and specialized corporate licenses across regional authorities (e.g., MAS in Singapore, SFC/HKMA in Hong Kong, and SC/BNM/Labuan IBFC in Malaysia). You will manage client engagements from initial scope through execution, ensuring strict adherence to regulatory standards, timelines, and budget constraints.
Key Responsibilities
1. Regulatory Licensing & Advisory Execution
- Lead end-to-end licensing applications (e.g., Major Payment Institution, CMS License, Trust/TCSP, Family Office structures, and money service operators) across Singapore, Hong Kong, and Malaysia.
- Draft, review, and assemble statutory filings, business plans, financial projections, compliance frameworks, and policies (AML/CFT, risk management, governance).
- Act as the primary liaison between clients and regulatory authorities (MAS, SFC, HKMA, SC, Labuan FSA, SSM), ensuring prompt resolution of regulatory queries.
- Conduct feasibility assessments and advise clients on optimal regional jurisdiction structuring and regulatory requirements.
2. Project & Client Engagement Management
- Manage multiple client advisory and cross-border restructuring engagements independently from initiation to project completion.
- Define project scopes, deliverables, timelines, resource allocation, and fee structures; monitor project profitability and control costs.

- Host regular steering committee and project update meetings with senior client stakeholders.
3. Quality, Risk Management & Operations
- Ensure all engagement documentation meets internal Quality & Risk Management (Q&RM) guidelines and regional statutory standards.
- Track emerging regulatory shifts across Southeast Asia and East Asia, updating internal service frameworks and client advisories accordingly.
- Assist senior leadership in regional business development, proposal preparation, and scope expansion for existing clients.
Job Requirements
- Education: Bachelor’s degree in Law, Finance, Business Administration, Project Management, or a related field. Professional certifications (e.g., PMP, CAMS, ICA) are highly advantageous.
- Experience:
- 4 to 7 years of relevant experience in professional services firms, corporate advisory, or regulatory compliance consulting.
- Proven track record in securing regulatory approvals and managing complex client projects across Singapore, Hong Kong, or Malaysia.
- Domain Knowledge: Deep understanding of corporate governance, licensing regimes, AML/CFT frameworks, and statutory compliance in at least two of the target jurisdictions (SG, HK, MY).
- Skills & Competencies:
- Exceptional project management, prioritization, and multi-tasking skills under tight deadlines.
- Fluent in written and spoken English. Proficiency in Mandarin or Bahasa Malaysia is preferred for regional client communication.
- Strong business acumen, stakeholder management, and analytical problem-solving skills.
Pay: $2,003.57 - $8,034.88 per month
