About the Role
As our international business continues to expand, we are looking for an International HR Business Partner based in Singapore, with multinational company experience and strong international HR capabilities. This role will support overseas team building, talent acquisition, performance management, employee relations and cross-cultural collaboration, helping the company build a scalable and effective overseas organization.
Responsibilities
- Overseas Organization and Business Support
- Understand the company’s software products, AI products and overseas business strategy, and support organization planning across Southeast Asia, the Middle East and Hong Kong;
- Partner with overseas business leaders to define team structure, role responsibilities, headcount planning and key hiring needs;
- Support the development of overseas sales, pre-sales, solution consulting, delivery, customer success and technical support teams;
- Monitor overseas team structure, organizational effectiveness, talent pipeline and key talent stability, and provide improvement suggestions.
- Overseas Talent Acquisition
- Own key overseas hiring, with focus on Singapore, Southeast Asia, the Middle East and Hong Kong markets;
- Build and manage overseas recruiting channels, including LinkedIn, local job boards, recruitment agencies, industry communities and employee referrals;
- Participate in candidate screening, English interviews, background assessment, salary negotiation and offer management;
- Build overseas talent pools, talent maps, compensation benchmarks and competitor talent intelligence;
- Support staffing for local employees, expatriates, remote employees and cross-region teams.
- HRBP Support to Business Teams
- Act as the HR partner for overseas business teams and regularly communicate with business leaders on team status, talent needs, people risks and organizational issues;
- Support overseas performance goal setting, performance communication, feedback and improvement plans;
- Follow up on onboarding, probation management, key talent retention, attrition risk and employee relations matters;
- Help managers improve team management capabilities and enhance cross-region collaboration.
- Overseas HR Policies and Compliance
- Localize and implement group HR policies in overseas teams based on Singapore and other regional labor laws, employment practices and cultural differences;
- Support the improvement of overseas HR processes, including recruitment, onboarding, probation, performance, compensation, attendance, leave, disciplinary actions and offboarding;
- Work with legal, finance, administration and external advisors on overseas employment, employment contracts, work passes, tax, compensation and benefits, and employment compliance matters;
- Support HR management under different employment models, including EOR, local employment, expatriate assignments and remote employment.
- Culture Integration and Organization Development
- Promote company culture, values and management practices across overseas teams;
- Design and implement overseas team communication mechanisms, employee care initiatives, manager enablement and team integration activities;
- Facilitate communication between China headquarters, Singapore teams and other overseas teams to improve cross-cultural collaboration;
- Identify organizational capability gaps and drive training, talent development and management improvement initiatives.
- HR Data and Special Projects
- Build overseas HR dashboards to track recruitment progress, workforce structure, attrition, performance distribution and employment cost;
- Provide regular HRBP reports to support business management and organizational decision-making;
- Participate in or lead overseas compensation benchmarking, performance system optimization, talent review, organization diagnosis and employee engagement projects.
Qualifications
- Must-Have
- Bachelor’s degree or above, preferably in Human Resources, Psychology, Computer Science or related fields;
- 5+ years of HR experience, including at least 2 years in HRBP or international HR-related roles;
- Experience working in multinational companies, foreign-invested companies or international teams; familiar with multinational HR practices and cross-cultural collaboration;
- Able to be based in Singapore; familiar with Singapore’s local talent market, employment environment and basic labor regulations;
- Fluent English as a working language, able to conduct English interviews, business emails, cross-border meetings and HR policy communication independently;
- Solid knowledge of recruitment, organization development, performance management, employee relations, compensation and benefits;
- Strong business acumen and ability to quickly understand overseas roles such as sales, pre-sales, delivery, product and technical support;
- Strong cross-cultural communication, project execution and ownership mindset.
Preferred Skills
- Experience in technology companies, software companies, SaaS, AI, cloud computing or B2B enterprise technology companies;
- HR experience supporting Singapore, Southeast Asia, the Middle East or Hong Kong markets;
