Project Director (Infrastructure E&M Department)

Job Summary

We are seeking an experienced Project Director to lead our Infrastructure MEP Team. This strategic leadership role will oversee large-scale public and private infrastructure projects, including water treatment works, sewage treatment facilities, pumping stations, and associated Building Services (BS) installations. The ideal candidate will combine deep technical expertise in hydraulics, public health engineering, and heavy MEP infrastructure with strong commercial leadership to drive business growth and operational excellence.

Key Responsibilities

  • Strategic & Team Leadership:

    • Lead and grow the specialized Water, Drainage & Infrastructure MEP / BS team, setting long-term operational and business objectives.

    • Direct multi-disciplinary engineering teams to ensure end-to-end execution of complex infrastructure and public health MEP projects.

  • Project Delivery & Technical Governance:

    • Oversee total project execution for large-scale water/wastewater treatment plants, pumping stations, drainage networks, and associated building services.

    • Ensure compliance with stringent statutory standards and specifications (e.g., WSD, DSD, EPD, CEDD, and Fire Services Department guidelines).

    • Drive technical innovation, sustainable water management solutions, and Advanced BIM / Digital Twin integrations for infrastructure projects.

  • Commercial & P&L Management:

    • Take full responsibility for team P&L, budget forecasting, resource allocation, and cash flow management.

    • Oversee contract administration, Variation Orders (VOs), and claims management under standard infrastructure contracts (e.g., NEC contracts / HK Government GCC).

  • Client Relationship & Business Development:

    • Act as the key executive representative to negotiate with government bodies (WSD, DSD, CEDD), main contractors, consultants, and strategic partners.

    • Lead high-value tendering and bidding strategies for public infrastructure and environmental engineering contracts.

Requirements

  • Education: Recognized University Degree in Building Services Engineering, Mechanical Engineering, Environmental Engineering, Civil/Hydraulic Engineering, or relevant disciplines.

  • Professional Qualification:

    • Corporate Member of HKIE (MHKIE in BSS / MCL / CML / ELL) or Registered Professional Engineer (RPE).

    • Equivalent overseas chartership (e.g., CIBSE, IMechE, ICE, CIWEM) with mutual recognition is highly preferred.

  • Infrastructure Experience:

    • Minimum 15 years’ experience in MEP / Building Services contracting, with at least 5–8 years at a senior management level leading water, drainage, pumping station, or heavy infrastructure projects.

    • Proven track record in managing government infrastructure contracts (WSD/DSD projects) and familiarity with NEC contract forms.

  • Skills & Languages:

    • Profound technical knowledge in hydraulics, pumping systems, wastewater treatment processes, and public health installations.

    • Strong commercial acumen, risk management, and decision-making capabilities.

    • Native or fluent in Cantonese; excellent command of English and Putonghua (both written and spoken).
