Jalan Besar Town Council manages and maintains common property of public residential and commercial estates, ensuring smooth operations and community well-being in the town.

Job Summary
We are seeking a dedicated and experienced Property Manager / Senior Property Manager to oversee day-to-day township operations and facilities management. In this role, you will lead a team of Property Officers to maintain high standards of cleanliness, maintenance, and safety across our public housing estates and commercial properties. You will serve as a key liaison between the Town Council, Members of Parliament (MPs), Grassroots Organisations, government agencies, and residents.

Key Responsibilities

1.      Estate Management & Operations

  • Lead, guide, and mentor a team of Property Officers to ensure high operational efficiency and service standards across assigned divisions.
  • Supervise and plan cyclical maintenance programs for estate infrastructure (e.g., lifts, water pump rooms, rooftops, electrical switchrooms, bin centres, and lamp posts).
  • Drive estate operational metrics to achieve top-tier "Green Band" ratings for the Town Council Management Report (TCMR) and maintain high Municipal Satisfaction Survey (MSS) scores.
  • Manage term contractors (e.g., conservancy, horticulture, pest control) to ensure strict adherence to contractual Service Level Agreements (SLAs).

2.      Stakeholder & Community Engagement

  • Work closely with Members of Parliament (MPs), Grassroots Leaders (GRLs), and government agencies (HDB, NEA, LTA, PUB) on estate improvement works and municipal matters.
  • Participate in regular estate walk-throughs and community sessions alongside MPs and Grassroots Committees.
  • Oversee the prompt investigation and resolution of resident feedback and municipal queries, ensuring professional communication throughout.

3.      Project & Council Governance

  • Plan and supervise infrastructure improvement projects, including the Neighbourhood Renewal Programme (NRP), covered linkways, and playground upgrades.
  • Serve as Secretary to assigned Town Council Committees (e.g., Estate Management, Audit & Risk, or Project Development Committee) to support administrative and policy objectives.
  • Administer annual operating budgets, manage tenancy/lease matters, track vendor payments, and oversee contract procurement in compliance with public governance standards.

Requirements

  • Education: Recognized University Degree in Real Estate, Building Services, Facilities Management, or a related discipline.
  • Work Experience: Minimum 3 to 5 years of direct experience in Town Council / Township Management operations. Candidateswith 6 or more years of relevant township leadership experience will be considered for the Senior Property Manager position.
  • Key Competencies: Proven leadership with a strong track record of managing and developing operational teams. Exceptional interpersonal, communication, and diplomacy skills to engage stakeholders at all levels (MPs, agency officers, contractors, and residents). High integrity, problem-solving capability, and the resilience to work effectively under pressure and tight deadlines.
