We're hiring: Procurement Manager (Pre-opening | Luxury Private Terminal)
The Purchasing Manager will lead end-to-end procurement activities across F&B and non-F&B categories, supporting the smooth and cost-effective operation of the CIP/private terminal. The role will oversee sourcing, supplier management, price negotiations, purchasing activities, and procurement administration while ensuring compliance with established policies and governance requirements.
The incumbent will also drive cost-saving initiatives, strengthen supplier partnerships, identify procurement risks and opportunities, and support the establishment of effective procurement processes during the initial setup phase of the CIP operation.
Sourcing & Supplier Management
- Lead supplier sourcing, qualification, onboarding, negotiations, and performance management to meet cost, quality, delivery, and service requirements.
- Develop and manage sourcing strategies across both F&B and non-F&B categories including food and beverage, facilities-related services, IT, professional services, OS&E, marketing and operational services.
- Partner with Operations and Commercial teams to assess requirements, recommend sourcing options, and challenge specifications where better alternatives exist.
- Manage purchase requisitions and sample requests, and mitigate supplier, concentration, and continuity risks.
Contract Management & Compliance
- Manage contracts from drafting and negotiation through renewal, performance monitoring, dispute resolution, and escalation.
- Ensure compliance with procurement policies, delegated authority, governance, and applicable regulations.
- Prepare approval papers and waiver justifications, and maintain complete, audit-ready procurement records.
- Manage related-party procurement arrangements and ensure appropriate governance, transparency and approvals are maintained.
Cost Control & Budget Management
- Analyse spend and benchmark pricing to identify savings, emerging cost risks, sourcing alternatives, and supplier consolidation opportunities.
- Negotiate pricing and trade terms, balancing total cost, quality, service, lead time, logistics, payment terms, and risk.
- Partner with Finance on budgeting, forecasting, expenditure tracking, variance reporting, and management recommendations.
- Prepare regular management reports covering procurement spend, savings initiatives, supplier performance, inventory health, procurement risks and upcoming contract renewals.
Inventory & Demand Planning
- Collaborate with Operations and F&B teams to forecast demand, set replenishment levels, and maintain supply continuity.
- Monitor stock coverage, ageing, slow-moving items, stockouts, overstock, and wastage; recommend corrective action.
- Coordinate with suppliers and internal stakeholders to align order quantities and delivery schedules with operational needs.
- Manage inventory planning and replenishment for perishable items, operational supplies and consumables, balancing service requirements, inventory holding levels and wastage risks.
Sustainability & Ethical Sourcing
- Embed ESG and ethical sourcing standards in supplier selection, including labour, anti-bribery, regulatory, environmental, and packaging requirements.
- Review supplier sustainability performance and support Changi’s environmental goals.
- Perform other duties assigned by the Head of Finance or Senior Management team.
Job Requirements
- Degree or Diploma in business, procurement, supply chain management or related discipline
- Minimum 5 years’ relevant experience, preferably in F&B / hospitality industry and experience working in a startup environment will be an added advantage
- Experience across both F&B and non F&B categories including inventory planning and procurement of perishable items, operational supplies and consumables, will be strongly preferred.
- Strong judgement, ownership and initiative, with the ability to work independently, assess issues, evaluate options, make recommendations and drive procurement matters through to resolution whilst ensuring governance compliance. Self-motivated, proactive and able to deliver quality results under tight timelines, with strong problem-solving, communication, leadership and negotiation skills.
