Job Summary
You will lead business analysis efforts to translate stakeholder needs into functional digital solutions, supporting agile teams in delivering government and public sector products with a focus on integration, user experience, and operational efficiency.
Responsibilities
Elicit, analyse, and document business requirements by engaging business stakeholders, product owners, operational teams, and external vendors to frame problems clearly
Translate business requirements into functional specifications, user stories, acceptance criteria, metrics, process flows, service journeys, wireframes, and other project artefacts
Conduct impact assessments and gap analyses for business requirements, incidents, and integration initiatives to inform solution design
Analyse existing business processes and recommend improvements to enhance service delivery, user experience, and operational efficiency
Facilitate requirement workshops, solution walkthroughs, sprint refinement sessions, and user acceptance discussions to align teams and stakeholders
Collaborate closely with cross-functional Scrum teams to ensure accurate translation of business requirements into system solutions
Support solution design discussions involving OutSystems, AWS services, APIs, and external system integrations to ensure technical feasibility and alignment
Review functional designs and proposed solutions to verify alignment with business objectives and operational needs
Assist in release planning, requirement prioritisation, product backlog grooming, and backlog management activities to maintain project momentum
Support SIT/UAT activities by preparing test scenarios, collating results, triaging defects, validating business requirements, and assessing deployment readiness
Assist with incident investigations, root cause analysis, and service recovery activities for production issues to maintain system reliability
Prepare and maintain comprehensive documentation including business requirements, functional specifications, process maps, user guides, training materials, and operational procedures
Collaborate with cybersecurity, operations, platform, and infrastructure teams to ensure compliance with government policies, IM8 requirements, and system governance standards
Support change management, stakeholder communications, and user adoption activities for releases, including conducting user training sessions
Required competencies and certifications
Minimum 5 years of experience as a Business Analyst
Proficient in agile-scrum methodology to support iterative development and delivery
Skilled in using tools such as Confluence and JIRA for documentation and project tracking
Experienced in User Acceptance Testing (UAT) to validate system functionality against requirements
Proven experience building government or public sector digital products
Demonstrated ability to integrate legacy systems into modern platforms
Preferred competencies and qualifications
Experience with OutSystems-based delivery platforms
Familiarity with GovTech technology stack
Experience integrating applications with AI or machine learning services
Knowledge of AI tools to accelerate research synthesis, requirements documentation, and ways of working
