Responsibilities

About the Role

We are seeking an experienced Finance/HR Director to provide strategic and operational leadership across both the Finance and Human Resource functions of our organisation, supporting the delivery of essential services to families in our community.

The successful candidate will lead the statutory, regulatory, financial and management reporting and financial operations of the organisation, while also driving the full spectrum of HR — from talent attraction, retention and development to compensation, employee engagement and HR compliance. This role works closely with the CEO, senior leadership and the Board of Directors (including the Finance Committee and HR Committee) to guide sound financial planning, build organisational capability, and support the organisation's long-term sustainability.

Reporting into this role: Senior Finance Executive & HR Executive

Key Responsibilities:
Finance Leadership

Ensure accuracy, completeness and timeliness of accounting records to meet all internal and external reporting requirements

Drive improvements in the quality of financial and business analyses to guide leaders in decision-making and performance monitoring, and ensure appropriate measures are taken to achieve financial and strategic business objectives

Drive improvements in the budgeting and forecasting process for cost control

Drive improvements in business processes and internal controls to enhance the organisation's process efficiencies and controls effectiveness, and ensure compliance with corporate policies and procedures

Proactively identify and mitigate operational and financial risks

Fulfil external and internal audit requirements and determine appropriate remediating actions in response to audit findings and recommendations

Manage the statutory and reporting requirements under the Charities Accounting Standards

Provide financial advice and perspective to assist the development and implementation of long-term business plans and strategies, and the subsequent assessment of effectiveness and achievements against targets and objectives

Review all capital expenditure to ensure compliance with relevant policies and that business and financial justifications are sound

Interact across the organisational hierarchy and functions, and with clients, bankers, local authorities and other stakeholders

Develop and enhance the capability andskills of finance staff to upgrade the finance function to meet futureorganisational needs

Human Resource Leadership

Independently manage the entire spectrum of HR — attraction, retention, motivation and development — in support of the organisation's people agenda

Oversee recruitment workflow, onboarding and update of job requirements/descriptions for all positions

Develop and recommend compensation plans; administer benefits; manage the Annual Increment/Variable Compensation (AI/VC) process and oversee payroll, including AWS

Lead and administer the performance review programme, integrating AI/VC within the appraisal cycle to support personal development and a merit-based, compliant and equitable compensation system

Drive talent identification, career progression and succession planning, and competency building to increase workforce capacity and effectiveness

Oversee employee welfare and engagement, including resignation and exit-interview processes, employee relations matters, insurance coverage, and staff welfare/engagement activities

Administer training and development programmes aligned to organisational goals and employee development objectives, liaising with department heads on training needs

Develop and administer HR policies, procedures and programmes; keep abreast of legal and government reporting requirements affecting HR; act as primary point of contact for HR audits and track corrective actions

Establish and manage the HR Shared Servicesapproach in alignment with organisational initiatives (e.g. DREAMS (Singapore)Limited)

Strategic Leadership & Governance

Serve as a key strategic partner to the Executive Director and senior leadership team, integrating financial and people strategy into organisational planning

Prepare and present HR and Finance budgets, reports and updates to the Board of Directors, HR Committee and Senior Leadership Team, providing strategic insights on both functions

Lead and support Senior Management inconducting Board/HR/Finance Committees meetings and working with stakeholders,including Board and subcommittee members

Align financial resources withorganisational and HR strategic goals through integrated budget planning

Build and lead a high-performing Finance andHR team, both directly and through a matrix management structure

Requirements

Degree in Accounting/Business Management, Human Resource Management, or a related field; a professional accounting qualification (CA/CPA) and/or specialisation in HR is an advantage

At least 7 to 10 years of relevant working experience, including exposure to both finance and HR functions, with a demonstrated track record of leading a finance and/or HR function

Minimum of 5 years of managerial experience, including supervisory responsibility across HR and/or Finance teams

Experience working in a medium to large charity or non-profit organisation will be a plus

Sound knowledge of Singapore Financial Reporting Standards, Charities Accounting Standards and other relevant statutory financial regulations

Sound knowledge of HR legal and regulatory matters, and current employment legislation

Excellent engagement, communication and interpersonal skills, with the ability to interact effectively at all levels of the organisation and with external stakeholders

Proven ability to inspire and manage teams, both directly and through a matrix management structure

Highly organised, resilient and resourceful, with the ability to manage multiple priorities under pressure and tight deadlines with minimal supervision

Experience in system and capability enhancement across HR and/or finance functions

Meticulous, proactive and self-driven, with a positive, collaborative mind-set geared towards the best outcomes for the team and organisation
