ORGANISATION / DIVISION INFORMATION


The Ministry of Health Office for Healthcare Transformation (MOHT) drives system-level transformation by catalysing innovation, fostering collaboration, and leading the planning, design and implementation of technology-enabled care models. MOHT envisions a health system that is patient-centric, data-driven and digitally enabled to empower health, prevent disease, and provide excellent value-based care.


Some of the digital mental health programmes which we have developed include:

  • mindline.sg – This is our flagship mental health programme co-created with health and social ecosystem partners. The self-help platform sees an average of 15,000 users every week.
  • let’s talk – We co-designed a mental health forum with young people. There are peer supporters and counsellors providing asynchronous support for youths in the online community.
  • HOPES – We piloted a cutting-edge digital phenotyping programme with IMH. This is now in service for patients with serious mental illness to detect their state of wellbeing and prompt clinicians when they may be struggling or having a relapse.
  • Dialogue AI – We collaborated with a crisis centre to develop an AI clinical adjunct tool for their counsellors and volunteers. The tool assists care providers in responding more quickly and confidently with help-seekers.


Our clinical and innovation themes are identified and shaped in partnership with clinician experts, policy makers, researchers, patients, and citizens across age segments. Our philosophy aligns with the Tiered Care Model which aims to address mental health needs through a citizen-centred, collaborative approach. The model leverages four levels of care – ranging from mental well-being promotion to high-intensity specialist interventions – ensuring individuals receive the right level of support. In MOHT, we focus our efforts on advancing state-of-the-art approaches for mental health, including those based on technology and AI, to improve access and quality of mental healthcare.


SUMMARY OF THE ROLE


We are seeking an Assistant Director to translate healthcare transformation priorities into scalable digital mental health programmes and operating models. You will work directly with clinicians, researchers, AI scientists, and product and engineering teams to set the direction for translating business goals into executable roadmaps. Reporting to the Director, Mental Health Innovation (mindline.sg), you will lead a multidisciplinary team to shape the technology and AI strategy for MOHT’s products and programmes, build the business operations and data practices required for quality delivery, and oversee operational matters within the team including KPI reporting, budgeting, resourcing, procurement and contract performance.


This leadership role drives three core priorities:

  • Shaping Strategy: Define the technology and operations strategy that can support delivery of high-impact transformation outcomes aligned with national mental health goals.
  • Orchestrating Delivery: Direct cross-functional teams to execute complex hybrid care programmes.
  • Scaling Impact: Build frameworks and operating models that allow successful technology-enabled innovations to scale rapidly across Singapore.


This is a role for builders who thrive in ambiguity, move comfortably from high-level needs to design to working solution, and are energised by solving complex problems in the real world. You help stakeholders reimagine how people and digital tools work together – redesigning processes and experiences to create operating models that are intuitive, scalable, governed, and economically sound. This is a business and technology leadership role, not a deep technical position. You are conversant across both worlds – setting direction in architecture and technology discussions, and translating between business outcomes and technical delivery. You guide and orchestrate delivery rather than run it yourself. You mobilise the right specialists to deliver impact at scale.


JOB RESPONSIBILITIES


  • Strategic Architect & Change Catalyst: Translate population health and service transformation priorities into digital roadmaps, workplans, investment cases and measurable outcomes, including funding and operating capacity.


  • Programme Leadership & Governance: Lead cross-functional teams from scoping and business case development through to implementation and evaluation. Maintain clear decision matrices, monitor risks and issues, and establish structured reporting and escalation paths.


  • Senior Stakeholder Influencer & Alliance Builder: Build structured partnerships across government, healthcare, community, academic, research and technology sectors. Work closely with the National Mental Health Office and Institute of Mental Health to maintain smooth operations, resolve dependencies and integrate innovative programmes into the mental-health system.


  • Thought Leadership & Trusted Advisor: Develop deep knowledge of the technologies, products and services within the mental health ecosystem. Share ideas, insights, and technical input with team members and partners. Participate and present at conferences, seminars, talks etc.


  • Data & Performance Management: Define KPIs and evaluation questions, establish reliable data and reporting, and utilise evidence to improve services and inform adoption, scaling or stopping decisions.


  • Business Operations Excellence: Oversee budgeting, resource management, vendor and contract management, procurement of services, risk management and business continuity. Lead and build capabilities within the team to manage operations.


JOB REQUIREMENTS


  • Bachelor’s degree in Healthcare, Psychology, Biomedical Science, Computer Science, Information Technology, Engineering, or a related discipline.
  • Master's degree or PhD preferred.
  • 10–15 years of relevant leadership in healthcare operations, public health, digital transformation, technology implementation, product management, or related fields.
  • Proven stakeholder influence across complex environments.
  • Demonstrated experience leading complex cross-functional transformation, technology-enabled change or large-scale operational improvement initiatives.
  • Strong programme management, stakeholder engagement, strategic planning and problem-solving capabilities.
  • Experience in mental health apps and technologies, AI for mental health, or enterprise systems for healthcare delivery would be advantageous.
