Responsibilities

Manager, Talent Development (E&E and Semiconductor Industry)

The Manager, Talent Development is responsible for leading the daily operational execution, delivery, and team management of talent development and training programmes for external clients within the Electrical & Electronics (E&E) and semiconductor ecosystem. The role focuses on planning, managing, and delivering talent development and training programmes for external clients. The role leads programme execution, manages stakeholder relationships, supports business development initiatives, and ensures operational excellence while contributing to continuous improvement and organisational objectives.

 

Key Responsibilities

  1. Plan, coordinate, and oversee the end-to-end implementation of talent development programmes, ensuring delivery meets approved scope, quality, budget, and timelines.
  2. Develop programme implementation plans, schedules, resource requirements, and operational arrangements, and monitor progress to ensure timely and effective execution.
  3. Lead, supervise, coach, and develop the Talent Development team; allocate workloads, monitor performance, and ensure effective collaboration and accountability.
  4. Build and maintain effective relationships with clients, industry partners, government agencies, training providers, academia, and other stakeholders to support successful programme delivery.
  5. Support the design, review, and enhancement of talent development programmes based on industry needs, participant feedback, performance data, and emerging workforce requirements.
  6. Oversee programme administration, budgets, procurement, claims, vendors, documentation, and resources to ensure efficient and effective operations.
  7. Ensure programmes comply with organisational policies, HRD Corp and funding requirements, contractual obligations, audit requirements, and other applicable guidelines.
  8. Track programme KPIs, milestones, participation, outcomes, and stakeholder feedback; prepare management reports, dashboards, and recommendations for improvement.
  9. Identify and support opportunities for new programmes, strategic partnerships, funding, and industry collaborations that contribute to organisational growth and talent development objectives.
  10. Support departmental planning, cross-functional initiatives, strategic projects, and other assignments directed by Management to achieve organisational objectives.

 

Qualifications

  • Bachelor’s Degree in any discipline.
  • Minimum 5 years of relevant working experience in Talent Development, Training, or related fields, with at least 3 years in a supervisory or team leadership role
  • Knowledge and experience in HRD Corp-related talent development and training processes, including programme proposal submission, registration, implementation, and claims submission, will be an added advantage.
  • Experience working with training providers, or in managing programme budgets and designing and delivering talent development programmes for government, non-government, or corporate clients, will be an added advantage.
  • Experience in the development and execution of technical training or talent development programmes will be an added advantage.
