Job Description

Responsibilities

The Underwriting Supervisor shall ensure that all customer verification and underwriting decisions are accurate, consistent, proportionate, risk-based, and properly documented. The objective is not to maximise approvals or rejections, but to assess each application fairly using verified information and approved criteria. Where information is incomplete or inconsistent but can reasonably be clarified or corrected, the customer should be given an appropriate opportunity to provide additional information before a final rejection decision is made, unless legal, regulatory, fraud, AML/CFT, sanctions, or material risk concerns require otherwise.

Key Responsibilities:

1. Team Leadership & Supervision

— Lead, supervise, and support the underwriting team to ensure accurate, consistent, compliant, and risk-proportionate processing of applications.

— Monitor team conduct and decision quality, with particular attention to the correct application of KPKT requirements, the Moneylenders Act 1951, AML/CFT obligations, and approved underwriting procedures.

— Provide coaching, guidance, and constructive feedback to underwriting agents to improve individual and team decision quality.

— Manage team workload allocation, scheduling, and capacity planning to meet operational targets without compromising regulatory or compliance standards.

— Foster a positive, high-performance team culture grounded in accuracy, fairness, regulatory compliance, and professional integrity.

2. Customer Verification & Risk-Based Decision Making

— Ensure that all applications are subject to high-quality, risk-based, and proportionate customer verification in line with KPKT requirements, the Moneylenders Act 1951, applicable AML/CFT obligations, and the Company's approved underwriting procedures.

— Oversee the end-to-end underwriting process including application review, document verification, identity and income assessment, risk evaluation, and the issuance of a decision to approve, conditionally approve, refer, request further information, or reject applications based on verified information and approved criteria.

— Ensure that where an application contains incomplete or inconsistent information, the team makes reasonable efforts to clarify or obtain the missing or corrected information from the applicant before a rejection decision is made — unless the application presents fraud indicators, AML/CFT concerns, sanctions matches, regulatory disqualifications, or material risk factors that warrant immediate rejection or escalation.

— Review and decide on complex, borderline, escalated, or policy-exception applications that require supervisory assessment, ensuring all decisions are proportionate, justified, and documented.

— Ensure no application is rejected solely on the basis of administrative incompleteness where clarification is reasonably available and there is no underlying compliance or risk concern.

3. AML/CFT, Sanctions & Fraud Prevention Controls

— Ensure that AML/CFT controls, sanctions screening, fraud prevention procedures, and KYC/CDD requirements are applied consistently to all applications and are never overridden, deprioritised, or compromised to meet operational targets, turnaround timelines, or volume-based objectives.

— Escalate suspicious activity, potential sanctions matches, fraud indicators, and high-risk cases to the Compliance Officer, MLRO, or management without delay, in accordance with regulatory requirements and the Company's escalation procedures.

— Maintain up-to-date knowledge of AML/CFT regulatory developments, sanctions regimes, and fraud typologies relevant to the Company's operations.

— Ensure the team is trained and operationally capable of identifying and correctly handling AML/CFT, sanctions, and fraud-related triggers at all times.

4. Audit Trails & Documentation

— Ensure that complete and accurate audit trails are maintained for every application processed, capturing verification steps taken, documents reviewed, clarifications sought and received, risk assessments conducted, and the final decision with supporting rationale.

— Ensure that all documentation is stored, organised, and retrievable in a manner that satisfies KPKT licensing requirements, the Moneylenders Act 1951, AML/CFT record-keeping obligations, data protection requirements, and internal audit standards.

— Conduct regular audits of team case files to verify completeness, accuracy, and compliance of documentation and decision records.

— Ensure that any corrections, clarifications, or updates to an application record are logged and attributable, with no unauthorised amendments to submitted documents or decision records.

5. Quality Assurance & Compliance Monitoring

— Conduct regular quality checks and calibration reviews on team decisions to ensure consistency, accuracy, fairness, and adherence to underwriting guidelines and regulatory requirements.

— Monitor underwriting outcomes as risk-management indicators rather than standalone performance targets — approval and referral rates should reflect the quality of the applicant pool and the rigour of the verification process, not be used as individual or team performance objectives.

— Identify systemic patterns in application data, decisions, and escalations to flag operational gaps, policy misalignments, or emerging risk trends for management attention.

— Ensure that no team member is assessed, incentivised, or penalised on the basis of approval or rejection rate alone, and that any quality concerns are addressed through coaching, process review, or policy clarification.

6. Regulatory Compliance & Policy Adherence

— Ensure all underwriting activities are conducted in full compliance with KPKT licensing conditions, the Moneylenders Act 1951, applicable AML/CFT regulations, data protection requirements under PDPA 2010, and all other applicable regulatory obligations.

— Assist in reviewing, updating, and implementing underwriting guidelines, decision frameworks, and operational SOPs to ensure ongoing alignment with regulatory requirements and approved procedures.

— Support internal and external audits, KPKT inspections, and regulatory examinations by ensuring that all documentation, records, and processes are audit-ready and fully compliant at all times.

— Promptly escalate identified instances of non-compliance, regulatory breaches, or policy violations to management and the Compliance team.

7. Performance Monitoring & Reporting

— Track and analyse underwriting quality indicators including decision consistency, documentation completeness, clarification rates, escalation rates, audit findings, and turnaround times — as measures of process quality rather than individual output targets.

— Prepare and present regular performance and quality reports to management, highlighting compliance observations, team development needs, and operational improvement recommendations.

— Identify and recommend process improvements to enhance underwriting quality, regulatory compliance, and team effectiveness.

8. Training & Development

— Conduct onboarding and ongoing training for underwriting team members, with specific coverage of KPKT requirements, the Moneylenders Act 1951, AML/CFT obligations, data protection requirements, fraud awareness, and the Company's approved underwriting procedures.

— Develop and maintain training materials, decision guidelines, and reference documents to support consistent, compliant, and well-reasoned underwriting practice.

— Keep the team updated on changes to applicable laws, regulatory requirements, system updates, and underwriting policy.

9. Stakeholder Collaboration & Escalation

— Work closely with the Compliance, Operations, Customer Service, Legal, and Technology teams to ensure smooth and compliant end-to-end workflow.

— Manage escalated or complex cases and coordinate with relevant departments for timely and appropriate resolution.

— Liaise with management and the Compliance team on regulatory matters, policy gaps, or significant operational issues relating to underwriting.

10. Ad Hoc Support

— Perform various ad hoc tasks and support special projects, regulatory initiatives, or audit preparation activities as assigned by management.

Qualification Requirements:

1. Minimum Diploma / Degree in Business Administration, Finance, Economics, Law, or a related field.

2. Minimum 4–6 years of experience in underwriting, credit assessment, or risk evaluation, with at least 2 years in a supervisory or team lead capacity.

3. Working knowledge of the Moneylenders Act 1951, KPKT licensing requirements, and applicable AML/CFT and data protection regulations.

4. Deep knowledge of:

  • Risk-based underwriting principles, customer verification frameworks, and proportionate decision-making methodologies.
  • Document verification, due diligence procedures, and escalation protocols for incomplete, inconsistent, or high-risk applications.
  • AML/CFT obligations, KYC/CDD requirements, sanctions screening, and fraud prevention controls.
  • Audit trail requirements, record-keeping standards, and regulatory reporting obligations.
  • Team management, performance coaching, and quality assurance monitoring.
  • Proficiency in Microsoft Office and underwriting or CRM systems.
  • Strong analytical, communication, and stakeholder management skills.
  • High level of integrity and ability to make sound, well-reasoned decisions under pressure.

Pay: RM5,000.00 - RM7,000.00 per month
