Job Description

Responsibilities

The Manager, Human Resource & Admin is responsible for leading and managing the full spectrum of Human Resource and Administrative functions across all Medisafe Technologies Sdn Bhd (MTSB) sites (SP1 Semenyih, SP2 Sungai Purun, and Beranang). This role provides strategic HR direction while ensuring day-to-day HR and Admin operations comply with company policies, employment law, and applicable regulatory frameworks including ISO 13485 and GDPMD requirements as they pertain to personnel, training, and documentation control.

The role acts as a key business partner to the Managing Director and Heads of Department (HODs), driving workforce planning, talent management, and organisational effectiveness in a regulated medical device manufacturing environment. The Manager also leads and develops the HR & Admin team across all sites.

KEY RESPONSIBILITIES

Recruitment & Manpower Planning

Lead end-to-end recruitment and selection activities across all departments and sites, ensuring timely fulfilment of manpower requirements.

Partner with HODs on workforce planning, headcount budgeting, and organisational design.

HR Policy, Compliance & Employee Relations

Develop and implement HR policies, procedures, and SOPs in compliance with the Employment Act 1955, relevant Malaysian labour legislation, and ISO 13485/GDPMD requirements.

Manage employee relations matters including disciplinary proceedings, grievances, counselling, and termination processes in accordance with due process.

Ensure HR documentation and record-keeping meet internal audit and regulatory (ISO 13485/GDPMD) requirements.

Compensation, Benefits & Payroll

Oversee payroll administration, statutory contributions (EPF, SOCSO, EIS, PCB), and compensation & benefits programmes.

Review and benchmark compensation structures to maintain internal equity and market competitiveness.

Performance Management & Training

Drive the performance management cycle, including KPI setting, appraisals, and performance improvement plans across departments.

Design and implement training and development plans to close competency gaps and support succession planning.

Monitor and report on HR KPIs including attendance, turnover, recruitment lead time, and training hours to the Managing Director and HODs.

Administration Management

Oversee general administration functions across all sites, including facilities management, office supplies, transportation, and vendor management.

Manage company assets, insurance matters, licences, and permits, ensuring timely renewal and compliance.

Liaise with government bodies and authorities (e.g. JTKSM, KWSP, PERKESO, Immigration Department) as required.

Support the planning and execution of company events, staff engagement activities, and corporate social responsibility initiatives.

Leadership & Strategic Contribution

Act as a trusted advisor and business partner to the Managing Director and HODs on all people-related matters.

Lead, coach, and develop the HR & Admin team, building capability and succession depth within the function.

Represent HR & Admin in management meetings, audits (internal/external, ISO 13485/GDPMD), and cross-functional projects.

General & Ad-Hoc

Ensure HR & Admin activities comply with applicable regulatory and company quality requirements.

Perform any other duties as assigned by the Managing Director / Management.

Education & Experience

Bachelor's Degree in Human Resource Management, Business Administration, or related field.

Minimum 8-10 years of progressive HR & Admin experience, with at least 3 years in a managerial capacity, preferably within a manufacturing or regulated (medical device/pharmaceutical) environment.

Working knowledge of ISO 13485 and GDPMD requirements as they relate to HR documentation and training records is an advantage.

Skills & Competencies

Sound knowledge of the Employment Act 1955, Industrial Relations Act 1967, and other applicable Malaysian labour legislation.

Strong leadership, interpersonal, and stakeholder management skills, with the ability to influence at all levels.

Proficient in Microsoft Office (Excel, PowerPoint, Word) and HRIS/payroll systems.

Good communication skills, with good command of English and Bahasa Malaysia, both written and spoken.

Responsible, proactive, and able to work well under pressure across multiple sites.

Working Conditions

Based primarily at MTSB Head Office (SP2, Semenyih), with regular travel to SP1 (Sungai Purun) and Beranang sites.

Standard office hours apply; may require extended hours during audits, payroll cycles, or urgent employee relations matters.

Pay: RM3,753.19 - RM6,000.00 per month
