Role Description The Learning and Development Officer is a full-time, on-site role based in Penang, Malaysia. This role is responsible for planning, designing, and delivering learning programs that support employee capability, performance, and career growth. Day-to-day tasks include conducting training needs analyses, creating learning content and materials, coordinating and facilitating workshops or e-learning sessions, and tracking training attendance and effectiveness. The officer collaborates closely with managers and HR partners to align learning initiatives with business goals, maintain up-to-date training records, and support onboarding and development programs for various employee groups. The role also involves reviewing feedback, identifying opportunities to improve learning experiences, and supporting global and regional L&D projects as needed.
Qualifications
  • Strong skills in learning program design, curriculum development, and training facilitation, with the ability to tailor content to different audiences.
  • Experience in needs analysis, competency assessment, and evaluating training effectiveness using data and feedback.
  • Proficiency in creating digital learning materials, using LMS platforms, and leveraging basic instructional design tools.
  • Excellent communication, presentation, and interpersonal skills, with the ability to build partnerships across functions and cultures.
  • Solid organizational and project management skills, including planning, scheduling, and coordinating multiple training initiatives.
  • Bachelor’s degree in Human Resources, Education, Psychology, Business, or a related field, or equivalent practical experience.
  • Experience in a manufacturing or technology environment, and familiarity with continuous improvement or lean concepts, is an advantage.
  • Demonstrated commitment to inclusive learning practices and supporting diverse learners.
