4. Job Summary

The HSE Officer reports to the Operations Manager/Director and is responsible for creating, maintaining and improving safety in the workplace, including ensuring compliance to the Occupational Safety and Health Act, and be the main driving force in planning, implementing, monitoring and reviewing the health and safety strategies of the Company.

5. Key Responsibilities

5.1 Plan and enforce risk management regulations including implementing controls,communicating Risk Assessments, Safe Work Procedures and periodical review of Risk Assessments.

5.2 Identify hazards and make physical improvements through bi-weekly or daily inspection of the company’s facilities and follow up on improvement plans on a weekly basis.

5.3 Document and manage safety at work site activities by conducting tool box meetings, jobsafety analysis etc. and comply with site requirements.

5.4 Consistent safety management through implementation efforts in facilities, coordinate and inspect for unsafe practices by employees and put in place prevention programmes.

5.5 Maintain all relevant documents related to safety within the organization, includingmaintaining the safety intranet and shared drive.

5.6 Emphasize and enforce the use of protective equipment, and determine the type ofequipment to be purchased and used.

5.7 Participate and co-chair the safety committee. Prepare and maintain safety records, accident statistics and reports required under DOSH requirements.

5.8 Perform internal investigations when industrial accidents happen (regardless of near-miss or injury or fatality), work with HR to produce Industrial Accident report for submission based on statutory requirements and produce findings for management review and statutory reporting.

5.9 Conduct safety induction for new employees, contractors and third-party visitors who need access to yard areas.

5.10 Prepare and present safety report to management on a monthly basis to highlight on safety matters and statuses updates.

6. Job Requirements

6.1 Educational Qualification and Experience

  • Recognized Diploma/Degree in Occupational Safety & Health or its equivalent
  • Registered Yellow or Green book holder
  • 5 to 6 years’ relevant experience in similar capacity, preferably in heavy manufacturing/marine industry
  • Good knowledge in Factories Act, Safety Management System, Workplace Safety and Health Act, ISO 9001 and ISO 14001/OHSAS 18001/ ISO45001 systems
  • Knowledge of industrial first aid training, government regulations in relation to occupational safety, health and environment area

6.2 Skills and Abilities

  • Meticulous and independent individual, with sense of initiative and able to work under minimal supervision
  • Good analytical, communication and interpersonal skills
  • Driving license required
