Key Responsibilities
Project HSE Planning & Documentation
- Develop and manage project-specific QHSE documents, including Project HSE Plan, Project Quality Plan, Project ERP and HSE Bridging Document.
- Review client QHSE requirements and incorporate them into project documentation, resources and budgets.
- Provide HSE input for tenders and proposals, including HSE methodologies, risk registers and cost estimates.
Risk Management
- Lead HAZID, HIRA, CRA and JHA/JSA sessions before mobilisation.
- Maintain project risk registers and ensure identified controls are implemented effectively.
- Manage Management of Change (MOC), including SIMOPS where applicable.
- Oversee Permit to Work, lifting operations and energy isolation requirements.
Vessel, Subcontractor & Personnel Assurance
- Support vessel suitability and pre-hire HSE audits, including OVID and IMCA eCMID.
- Ensure QHSE compliance of vessels and subcontractors, including pre-qualification and performance monitoring.
- Verify personnel competency and mandatory certifications such as BOSIET/FOET, HUET, OGSP, HSE training and offshore medical.
- Conduct pre-mobilisation briefings, project inductions and QHSE training.
Project Execution & Monitoring
- Act as the Company's HSE focal point for client representatives and HSE teams.
- Conduct offshore/site assignments and ensure implementation of the Project HSE Plan.
- Monitor safety equipment, lifting appliances, machinery and hygiene standards.
- Plan and conduct HSE inspections and audits, and follow up on corrective actions.
- Coordinate client audits, site visits and walkabouts.
- Monitor HSE performance indicators and prepare monthly HSE reports.
- Promote a proactive safety culture through toolbox talks, safety campaigns and visible safety leadership.
Incident & Emergency Response
- Lead incident investigations using methodologies such as Tripod Beta, 5WHY or similar.
- Prepare incident reports and ensure corrective actions are followed through to closure.
- Ensure emergency response arrangements are in place and tested through drills.
- Support the Emergency Response Team when activated.
Project Close-Out & Continuous Improvement
- Prepare/review Project HSE Close-out Reports and document lessons learned.
- Ensure compliance with ISO 9001, ISO 14001 and ISO 45001 requirements.
- Support the Company's QHSE objectives and continuous improvement initiatives.
- Mentor QHSE Associates and field HSE personnel.
Requirements
- Degree in Occupational Safety & Health, Engineering, Environmental Science or related field.
- Minimum 7 years of HSE experience in offshore marine, survey, geotechnical or oil & gas operations.
- At least 2 years' experience in a Project HSE Lead or supervisory role.
- Registered Safety and Health Officer (SHO) with DOSH Malaysia.
- NEBOSH International General Certificate (IGC) or equivalent.
- Valid BOSIET/FOET, HUET, OGSP and offshore medical certificates.
- Training in structured incident investigation such as Tripod Beta or ICAM.
- Competent in facilitating HAZID/HIRA.
- Working knowledge of ISO 9001, ISO 14001 and ISO 45001, as well as IMCA, IOGP and operator HSE requirements such as PETRONAS and Shell.
- ISO 45001 or IMS Lead Auditor certification is an advantage.
- Willing to travel and undertake local and international offshore assignments.
- Strong English communication and report-writing skills.
Pay: Up to RM7,000.00 per month
