Job Description

Responsibilities

We are seeking a skilled individual to join our Building and Infrastructure Programme Centre. In this role, you will collaborate with multi-disciplinary teams to enhance our defence facilities, ensuring that they effectively support the operational needs of MINDEF and the SAF.

Key Responsibilities

  • Performance Tracking: Oversee key performance indicators and Customer Satisfaction Assessment process for Facilities Management Contracts. This includes sourcing, evaluating and establishing contracts for the maintenance and management of MINDEF/SAF premises. It also entails developing and using dashboards to effectively track contractor performance, implementing IT-enabled Facilities Management applications, and leveraging data analytics for planning and decision-making.
  • Infrastructure Monitoring: Monitor defects and condition of building infrastructure, including mechanical and electrical systems, and recommend modifications or proactive replacements as needed.
  • Budget Management: Plan and manage the annual budget for Facilities Maintenance, ensuring financial prudence and cost optimisation.
  • Tender Process: Prepare and evaluate Invitation to Quote and tender submissions, ensuring objectivity in the selection process and that solutions meet MINDEF/SAF requirements while adhering to approved budget, schedule and project deliverables.
  • Contract Review: Conduct regular contract and technical reviews, identify gaps, and propose improvements to enhance service quality.
  • Documentation: Organise quality records and documentation for knowledge management and audit purposes.
  • Industry Awareness: Stay updated on innovations in the building industry, as well as policies and governance updates related to real estate and facilities maintenance management, workplace safety and health.
  • Tertiary qualifications in Facilities Management, Electrical Engineering, Mechanical Engineering, Civil Engineering or related disciplines.
  • At least 3 years of relevant experience in facilities management.
  • Good understanding of benchmarks, guidelines, statutory requirement and Singapore Standards/Code of Practice in relation to facilities management is advantageous.
  • Familiarity with Public Sector Standard Conditions of Contract is preferred.
  • Strong interpersonal and communication skills, both verbal and written. Resourceful with excellent problem-solving abilities, and capable of working independently as well as part of a team.
