Job Description
We are seeking an experienced and dynamic Centre Manager to support the Centre of Regulatory Excellence (CoRE 2.0), a joint initiative between Duke-NUS Medical School and the Saw Swee Hock School of Public Health (SSHSPH).
Duties & Responsibilities

Centre Management and Operations
- Lead the day-to-day operations of CoRE 2.0 and ensure the effective administration of the Centre across its four strategic functions: Education and Capacity Building; Public Policy Research and Thought Leadership; Stakeholder Convening and Advocacy; and Biomedical Standards Development.
- Serve as the primary administrative lead and coordinate closely with faculty, researchers, and administrative offices across the SSHSPH and Duke-NUS Medical School to ensure the smooth implementation of CoRE 2.0 initiatives.
- Provide secretariat support to the Centre's leadership and governance committees, including coordinating meetings, preparing reports and papers, and following up on strategic initiatives.
- Develop and implement operational policies, processes, and performance monitoring systems to support the Centre's growth and long-term sustainability.
2. Strategic Planning and Business Development
- Support the Executive Director and Centre leadership in implementing CoRE 2.0's strategic plan and identifying new areas for growth.
- Proactively identify and pursue opportunities for strategic partnerships, collaborative projects, and external funding from government agencies, international organisations, philanthropic foundations, industry partners, and multilateral organisations.
- Support the development of grant proposals, business cases, and funding submissions in collaboration with faculty members and partner institutions.
- Monitor developments in health regulation, regulatory science, AI and digital health, and identify opportunities that will strengthen CoRE 2.0's regional and international profile.
3. Partnership and Stakeholder Engagement
- Build and maintain strong relationships with key stakeholders, including government agencies, academic institutions, healthcare organisations, industry partners, international organisations, and funding agencies.
- Coordinate high-level stakeholder engagements, regional forums and executive education programmes that advance CoRE 2.0's strategic objectives.
- Promote CoRE 2.0's capabilities and identify opportunities to expand its regional and global partnerships.
4. Programme Development and Management
- Work closely with faculty to manage education programmes, policy research initiatives, capacity-building activities, and regional collaborations.
- Coordinate the planning, implementation, monitoring and evaluation of major projects and programmes to ensure timely delivery and achievement of intended outcomes.
5. Financial and Grant Management
- Oversee the administration of project grants, programme funding, and consultancy projects, ensuring compliance with institutional and funding agency requirements.
- Work closely with the finance team to develop and monitor budgets, optimise resource utilisation, and ensure financial accountability.
- Prepare financial reports, funding updates, and performance reports for Centre leadership and funding agencies.
6. Performance Monitoring and Continuous Improvement
- Monitor key performance indicators aligned with CoRE 2.0's strategic priorities.
- Prepare annual reports, strategic reviews, and impact assessments for the Centre.
- Identify opportunities to enhance operational efficiency, strengthen governance, and improve stakeholder satisfaction.
Qualifications
- A recognised bachelor's degree; a postgraduate qualification (Master's or above) in public health, health policy, public administration, business administration, life sciences, or a related discipline will be advantageous.
- At least 5 years of relevant experience within a university, research institute, healthcare organisation, government agency, or international organisation.
- Demonstrated experience in programme management, strategic planning, partnership development, and business development.
- Proven track record in managing externally funded projects, grants, or strategic partnerships.
