Job Description & Requirements
The QHSSE Manager will be appointed as Management Representative (MR) and report on the performance of the HSEMS, including recommendations for improvement to the Managing Director, and liaises with the Operation Manager.
Responsibilities
- Ensure the HSEMS is effectively implemented, maintained, and aligned with ISO 9001, ISO 45001, and ISO 14001 requirements.
- Maintain and review the Environmental Aspects & Impacts Assessment (EAIA) on an annual basis.
- Report HSEMS performance to management and recommend areas for improvement.
- Plan and coordinate activities supporting the Company’s HSE Policy and objectives.
- Define and communicate HSE responsibilities and authorities across the organisation.
- Maintain the Register of Legal and Other Requirements and monitor compliance.
- Establish and maintain the organisation’s HSE Objectives and Targets.
- Assess the general energy, health, safety, and environmental awareness of staff and contractors.
- Manage HSEMS documentation, forms, records, and document control.
- Coordinate HSE monitoring, measurement, and performance reporting.
- Manage internal and external audit programmes, including monitoring audit findings and corrective action closeouts across the fleet.
- Coordinate corrective and preventive actions and monitor their effectiveness.
- Coordinate HSEMS management reviews and revisions.
- Develop, review, and implement HSE management system procedures.
- Act as the focal point for HSE issues reported by vessel and shore personnel.
- Provide day-to-day support and guidance on Energy, QHSSE, and HSE matters.
- Ensure required training and competency programmes are properly planned and maintained for shore and offshore personnel.
- Develop the annual shipboard safety coaching and training plan.
- Prepare and issue the annual QHSSE Plan.
- Ensure shipboard internal and external audits are conducted promptly and effectively.
- Participate in accident and incident investigations and subsequent review meetings.
- Attend charterers’ HSE meetings, workshops, and related engagements.
- Participate as a member of the HSEMS Review and Management Review Team.
- Participate as a member of the Shore Base Emergency Response Team.
- Assign specific roles and responsibilities to the QHSSE/Marine Superintendent team.
- Issue and share HSE, security, environmental circulars, lessons learned, and best practices across the fleet.
- Chair HSSE meetings and coordinate Ship-to-Shore Emergency Response Drills.
- Act as Company Security Officer (CSO) and Designated Person Ashore (DPA), where designated.
- Liaise with relevant government authorities, communities, and external parties on HSE matters, particularly during crisis management.
- Maintain the integrity and reliability of EnHSE data reporting and ensure non-conformances are properly reported.
- Conduct or lead internal EnHSE and ISPS audits for office and shipboard operations.
- Lead investigations into non-compliance events, with support from the Operations Department for major operational or crewing incidents.
- Conduct HSEMS familiarisation for new office staff and key shipboard personnel.
- Promote management commitment towards HSE Excellence and continuous improvement.
- Promote and exercise Stop Work Authority where unsafe conditions or activities are identified.
- Promote and participate in HSE initiatives and awareness programmes.
- Report unsafe acts and unsafe conditions and ensure appropriate follow-up.
- Comply with the Company’s HSE and other applicable policies and procedures.
- Take responsibility for maintaining personal health and safety and promoting a safe working environment.
- In the absence of the QHSSE Manager, assume the responsibilities and functions of the QHSSE Manager.
- Undertake other ad hoc duties and projects as assigned by Management/Company.
Required competencies and certifications:
- A team player yet able to work independently.
- Able to work across different culture and nationalities.
- Willing to travel extensively.
- Experience in marine assurance advantageous.
- Proficient in MS
Educational Qualification / Accreditions
- Min Diploma / Degree in any field
- Good understanding, knowledge and experience of ISM, ISPS, SOLAS, MARPOL, Marine Operations, ISO 9001, ISO14001, & ISO45001
- HSSE Qualifications advantageous
