Requirements:

• Bachelor’s Degree in Computer Science, Computer Engineering, Information Systems, or a related technology discipline;

• Minimum 5 years of proven experience in IT project management, digital transformation, or enterprise systems implementation, including at least 1 year in a supervisory or team-lead role;

• Strong technical foundation, sound problem-solving abilities, stakeholder engagement, vendor management, and change management;

• Strong track record in managing medium-to-large-scale IT projects, with direct experience in ERP, CRM, case management, data analytics, or AI implementations highly preferred;

• Prior experience in NGOs, or social service sectors is an advantage;

• Candidates with less experience or lower qualifications may be considered for an Assistant Technical Manager role.

Job Duties:

• Lead the end-to-end project lifecycle - from solution evaluation and proposal preparation to initiation, risk management, budget control, change management, and post-implementation reviews;

• Support the evaluation, architecture design, and deployment of enterprise systems, including ERP, CRM, case management, data integration, analytics, automation, and AI-driven solutions;

• Establish, maintain, and govern the technical architecture for core business systems;

• Supervise and mentor a technical support team;

• Provide hands-on technical guidance and expert escalation support for system design, development, testing, deployment, integration, enhancement, and transition to ongoing support;

• Coordinate seamlessly across cross-functional teams, internal DIIT units, end-users, vendors, and external delivery partners;

• Ensure continuous improvement, smooth system transitions, and ongoing support for all enterprise applications.

Working Hours: 44 hours gross per week

Working Location: Kwun Tong District
