Job Responsibilities
Lead Lead and carry out Testing & Commissioning (T&C) activities from construction completion to final handover
Prepare and review commissioning plans, procedures, method statements, ITPs, checklists, test scripts, and schedules
Plan and coordinate pre-commissioning, commissioning, integrated testing, and system handover activities.
Perform hands-on T&C for HVAC, electrical, mechanical, cleanroom, process utilities, control systems, and other facility systems
Conduct system walkdowns, installation checks, equipment start-up, functional testing, performance testing, and integrated system testing
Check and verify system parameters such as pressure, flow, temperature, electrical readings, alarms, interlocks, and control sequences
Verify system readiness before energization, start-up, and commissioning
Carry out equipment energization, start-up, testing, troubleshooting, and system performance checks at site.
Troubleshoot equipment, control, instrumentation, and system integration issues and coordinate corrective actions
Coordinate with Engineering, Construction, QA/QC, EHS, subcontractors, vendors, consultants, and clients on T&C activities
Witness and verify testing carried out by subcontractors and equipment vendors
Monitor T&C progress and highlight delays, technical issues, and site constraints
Follow up and close T&C punch lists, defects, failed tests, and outstanding works
Ensure all T&C activities comply with project specifications, approved procedures, safety requirements, and relevant standards
Prepare and maintain test reports, commissioning records, certificates, O&M manuals, and handover documents
Support system turnover, client training, final acceptance, and handover
Provide technical guidance to T&C engineers and coordinate daily site commissioning activities
Perform hands-on site work during testing, start-up, troubleshooting, and commissioning when required
Any other ad-hoc duties as assigned
Requirements
Bachelor’s Degree in Mechanical Engineering or related field
Minimum 5–8 years of relevant experience for Senior Engineer level and 8–12 years or above for Lead Engineer level, preferably in semiconductor, pharmaceutical, data centre, advanced manufacturing, or other high-tech facility projects
Strong experience in Testing & Commissioning, system start-up, integrated testing, system turnover, and project handover
Semiconductor wafer fab / cleanroom project experience is highly preferred
Good technical knowledge in HVAC and cleanroom systems, mechanical and process utilities, CDA, PCW, UPW and specialty utilities, exhaust and ventilation systems, electrical power distribution and control systems, BMS/EMS, and life safety systems
Able to read and interpret P&IDs, single-line diagrams, schematics, layouts, equipment data sheets, specifications, and engineering drawings
Familiar with commissioning documentation, system turnover packages, punch-list management, and project completion processes
Strong troubleshooting, planning, coordination, and problem-solving skills
Able to manage multiple subcontractors, vendors, and work fronts to meet project and commissioning schedules
Strong communication and stakeholder management skills, with the ability to work effectively with multidisciplinary and multinational project teams
Able to work in a fast-paced project environment with tight schedules and demanding commissioning milestones
The candidate must be fluent in both Mandarin and English to communicate effectively with internal teams and external stakeholders
Candidates with good experience will be considered for a higher role, and the salary will be commensurate accordingly
